Minimum Qualifications This is a transfer opportunity for a current State employee with permanent service as an Human Resources Specialist 1.
OR
52.6 Transfer:
One year of permanent competitive or 55 b/c service in a title SG-16 and above designated administrative under Section 52.6 of the Civil Service Law.
OR
70.1 Transfer: One year of permanent competitive or 55b/c service in an administrative title, SG-16 or higher, that has been deemed transferable by the Department of Civil Service.*

70.1 Transfer to Human Resource Specialist Trainee 1, NS**: One year of permanent competitive or 55b/c service as an Administrative Aide, Agency Program Aide, Disability Review Psychologist, Employment Counselor, Employment Counselor, Employment Services Representative, Head Clerk Personnel, Jobs Program Specialist, Labor Services Representative, Medical Relations Coordinator, Office Assistant 3 (HR), Office Assistant 3 (Calculations), Payroll Examiner 2 or 3, Purchasing Agent, Secretary 2, Unemployment Insurance Reviewing Examiner, or a traineeship title that has been deemed transferable by the Department of Civil Service.**

70.1 Transfer to Human Resource Specialist Trainee 2, NS**: One year of permanent competitive or 55b/c service as a Bacteriologist Marine, Disaster Preparedness Program Representative 1, Economist Labor Research, Education Program Assistant 1 or 2, Engineering Materials Analyst, Head Clerk Personnel, Public Health Specialist 1 Environment, Secretary 2, or a traineeship title that has been deemed transferable by the Department of Civil Service.**

70.4 Transfer to Human Resource Specialist Trainee 1, NS**:
One year of permanent competitive or 55b/c service at the SG-11 or above; AND possession of a bachelor’s degree; AND candidates selected under this option must have standing on the Professional Careers Opportunities (PCO).

**NOTE: Successful completion of two year traineeship leads to appointment as a Human Resource Specialist 1, SG-18.
Duties Description Responsible for a wide range of classification and recruitment activities in accordance with Civil Service Law, Rules and Regulations, policies and procedures for OGS, and its hosted agencies. Duties include researching, planning, and preparing classification requests and personnel transactions, advising employees regarding advancement options, participating in examination planning and development activities, and providing guidance and assistance to business units regarding appointment, promotion, transfer, status or salary of employees. Prepare routine correspondence and reports. Perform other duties as assigned.
