Minimum Qualifications Candidates must meet the following minimum qualifications:
1.Must be a current New York State employee eligible for transfer under Section 70.1 of the Civil Service Law, with one year of permanent competitive service as a Health Information Management Technician 2, SG-15. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades,
OR
2.Be reachable on the current New York State Civil Service eligible list (#20259) for this title.
Minimum qualifications for the continuous recruitment exam title, Health Information Management Administrator 1 are as follows:
A.Candidates must currently be certified by the American Health Information Management Association as a Registered Health Information Administrator (RHIA), OR
B.Be currently certified by the American Health Information Management Association as a Registered Health Information Technician (RHIT) AND have two years of full-time professional (post RHIT) health information management experience.*
*Professional health information management experience must include: reviewing medical records with physicians, coding and indexing diseases and operative procedures, compiling statistics required for hospital service analysis, and responsibility for all technical aspects of the implementation of a facility health information management program.

Duties Description As a HIMA 1, the responsibilities of the incumbent may include but are not limited to the following:
•Assist with planning and implementation of the new Electronic Health Record (EHR) for OPWDD;
•Successfully complete the EHR Vendor’s Train-the-Trainer / “Super User” Course and become a Certified Trainer during the course of their probationary period;
•Customize training materials to meet the needs of OPWDD and modify the training materials by discipline when necessary;
•Provide training to new staff or temporary staff as necessary; provide refresher training when people transition to a new job role or when refresher training is requested;
•Provide end-user training when the system is upgraded and update training materials in response to these upgrades;
•Coordinate training groups, in accordance with the training plan, and provide ongoing training so that end users, across disciplines, can successfully and proficiently navigate and utilize the technology;
•Collaborate with various workgroup(s) to configure the EHR system when preparing for system implementation, during roll-out, and post system implementation (only with appropriate approval); provide ongoing technical support and training after system implementation;
•Communicate feedback or experiences about the EHR system from field users for ongoing system improvement;
•Participate in various workgroups, representing field users and sharing the perspectives of field users and trainers, for the purpose of continuous quality improvement; communicate concerns or suggestions from the field so that their feedback and concerns can be addressed;
•Assist with user role assignments once authorization is provided; assist in assigning log-in information for the individual portal; direct calls to the OPWDD IT help desk when necessary;
•During the roll-out and implementation of the EHR, the HIMA 1 / Super User is expected to spend 100% of their time working on EHR;
•Ensure compliance with State and Federal HIPAA guidelines.

Additional Comments The Office for People With Developmental Disabilities (OPWDD) is currently seeking two (2) Health Information Management Administrators (HIMA) 1, to work with the Electronic Health Record (EHR) Project implementation team. To support and invest in the success of the EHR Project, the HIMA 1 will assist with coordinating and providing end-user training and technical assistance during the implementation phase. The HIMA 1 will interact with and support end-users, including front-line staff to ensure successful use of the EHR. The incumbent will be expected to report issues pertaining to the EHR system, templates, or workflows to leadership, project management staff, and EHR workgroup teams. In addition, the incumbent will become an expert in the use of the EHR system through a vendor-provided course, and complete system-administrator tasks such as user-role assignments and template configurations to meet the ongoing and changing needs of OPWDD.
Shift hours may change occasionally, based on work needs.
