Minimum Qualifications MINIMUM QUALIFICATIONS: For permanent appointment, candidates must have one year of permanent competitive service as an Associate in Educational Testing OR be reachable on the Civil Service eligible list for the title.
If the eligible list has fewer than 3 candidates, a provisional appointment may be considered.
For provisional appointment, candidates must have one year of permanent competitive service as an Assistant in Educational Testing OR
Either 1. Candidates must have a master’s degree AND possess five years of qualifying experience;
OR 2. Candidate’s must have a master’s degree or higher in psychometrics, statistics, educational research, school counseling, guidance counseling, test and measurements, or psychology AND four years of qualifying experience.
Qualifying Experience: Experience in a position in which the majority of your duties involved developing, analyzing, or constructing large-scale scoring rubrics; administering various aspects of a large-scale testing program on a professional level, such as the review, analysis and interpretation of test score data, the development, review and editing of examinations, test manuals, and other test materials; or reviewing or re-rating open-ended responses.
Non-Qualifying Experience: Constructing or administering tests for individual classroom or school district use is not qualifying. Experience limited to editing tests is not qualifying. Experience in Software testing is non-qualifying. Experience in the assessment of mental or physical health is non-qualifying.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for the position of Associate in Educational Testing in the Office of Teacher Certification and Testing. This Office is responsible for the development and implementation of a comprehensive testing program for elementary, intermediate and high school students that measures student progress on the New York State Common Core Learning Standards. This Office is also responsible for the development and implementation of new teacher and school leader certification examinations aligned to the New York State Teaching Standards. The incumbent of this position will be responsible for developing the new teacher and school leader certification examinations. Other duties of this position include, but are not limited to, the following:
• Supervise the development of new teacher certification examinations aligned to the NYS Teaching Standards in English to Speakers of Other Languages, Literacy, Business & Marketing, Dance, Music, Visual Arts, Library Media Specialist and other exams, as assigned, in accordance with the goals of the Regents Reform Agenda;
• Supervise vendor activities and oversee the quality, timeliness, accuracy, completeness, validity and accuracy of new teacher certification exams;
• Convene and coordinate exam review committees, key consultant committees and technical advisory committees;
• Coordinate the preparation and review of tests in assigned subject areas, rubrics and supplemental test materials;
• Assist the Supervisor in Educational Testing to plan and carry out the work of the teacher certification exam team; and
• Supervise subordinate professional and clerical staff.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent or provisional appointment. Filling of this position is contingent upon Division of the Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required.
*Leads to a maximum salary of $97,632 based on annual performance advances.
