Minimum Qualifications Permanent Qualifications: Candidates must have one year permanent service as a CMS2 OR be reachable on the current Civil Service eligible list.
Transfer Qualifications: Candidates must be eligible for transfer under Section 70.1 of the Civil Service Law.
Provisional Qualifications: If appointed on provisional status, you must participate in the next Civil Service examination(s) and be a reachable candidate in order to obtain permanent status and maintain your position.
Candidates must be a qualified employee of New York State and have had three months of permanent competitive or 55-b/55-c service as a Contract Management Specialist 1, Contract Management Specialist Trainee 1, or Contract Management Specialist Trainee 2 or Purchasing Officer 1 or Purchasing Agent.
Open competitive candidates must have
either 1.) a bachelor's degree AND three years of full-time experience in managing contracts and related budgets.
The managing of contracts must have included experience in one or more of the following areas: contract negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development; including developing requests for proposals; contract execution, including securing signatory approval from control agencies; or monitoring and review of contract terms;
or 2.) a master's degree or a law degree AND two years of the required experience described above.
Qualifying Experience for Appointment from the Eligible List:
After one year of permanent competitive or 55-b/55-c service at the full performance level, successful candidates will be qualified for appointment from the eligible list.
Duties Description POSITION DESCRIPTION:
This position is the lead staff for the Fiscal Unit of CNYDDRO spanning eight counties, and is responsible for several primary functions:
1. Ensure continuity of service delivery and funding for a multitude of contracted programs and agreements;
2. Develop new bids and contracts; ensures reviews of contract and agreement implementation and performance;
3. Develop and assist with the negotiation of contracts, contract amendments, RFPs, Sole/Single Source Procurements, Agreements and other related financial documents ensuring compliance with procurement law;
4. Provide guidance, technical assistance and training to agency staff to facilitate the contract and procurement processes, ensuring all control requirements are met;
5. Train, supervise and oversee staff;
6. Comply with Office of the State Comptroller regulations and Prompt Contracting rules;
7. Serve as a Pre-Qualification specialist to review and qualify agencies for eligibility to receive funding; and
8. Assist with special assignments and projects.
The Fiscal Unit is responsible for managing over 83 local assistance contracts valued at over 13 million dollars; MOUS and fiscal oversight of rates for voluntary providers.
