Minimum Qualifications Minimum Qualifications
Bachelor's degree in Business, Public Administration or a related field, plus a minimum of eight years of experience in residential, commercial sales, leasing and appraising and five years managing and evaluating professional staff; or a Juris Doctor degree with a license to practice law in the State of New York and five years of experience in residential, commercial sales, leasing and appraising and five years managing and evaluating professional staff. Other combination of education and experience may be considered.
Preferred Qualifications
Bachelor's or Master’s degree in Business, Real Estate, Public Administration or a related field, a valid real estate appraiser’s license, plus a minimum of ten years' experience in residential, commercial sales, leasing and appraising and eight years managing and evaluating professional staff; or a Juris Doctor degree with a license to practice law in the State of New York and eight years of experience described above and eight years managing and evaluating professional staff.

Duties Description Primary Purpose
The Director of Real Property organizes, manages and directs the operations of DASNY’s Real Property Department for the following clients: Office of Mental Health (OMH), Office for People with Developmental Disabilities (OPWDD), the Office of Alcohol and Substance Abuse Services and other related public clients. The Director of Real Property develops and implements policies and procedures for DASNY real property services client programs and exercises a high degree of independent judgment and initiative in a wide variety of tasks, including those of a confidential and sensitive nature.
Essential Functions
• Supervise, plan, organize, direct and coordinate all activities of the Real Property Department, which include, but are not limited, to the following:
o Secure, through lease or acquisition, program space required by OPWDD and OMH.
o Conduct site searches for and evaluations of potential program space required by OMH and OPWDD.
o Review and analyze residential and commercial appraisals.
o Negotiate lease terms and conditions.
o Manage the tasks of various parties involved in the purchase or lease of property within the New York State approval process. These parties include architects, engineers, appraisers, title abstract companies, landlords, landowners, attorneys, the State Attorney General’s Office, the State Division of the Budget, the Office of the State Comptroller and client agency staff.
o Manage construction and fit-out of leased space.
o Assist client agencies in all matters relating to DASNY’s real property services programs, including the assessment, valuation and sale of surplus property.
o Act as liaison with client agencies and landlords to perform periodic inspections of leased premises and monitor and coordination resolution of leased condition disputes.
• Maintain and coordinate on-going staff training, development and workload capacity monitoring; mentor and provide professional development.
• Manage, coordinate, assign workload and deploy staff resources as necessary to ensure effective and timely completion and assign projects.
• Act as liaison and coordinator between the client agencies, other State agencies and DASNY’s operational units.
• Evaluate and recommend strategies involving DASNY’s corporate real property and leaseholds.
• Recommend the assignment of work to private consultants where justified; manage, direct and review private consultant activities.
• Identify problems relative to achieving program goals of client agencies, recommends remedial measures and implements corrective action as authorized.
• Assist with the development and oversight of the reporting requirements for DASNY clients.
• Represent DASNY at conferences and public functions.
• Participate in outreach meetings/functions with prospective clients and professional organizations.
• Participate in strategic planning activities.
• Prepare and manage unit operating budget.
• Develop and implement policies and procedures for the real property services programs.
• Comply with, and ensure staff under their supervision comply with, all federal, New York State, DASNY and Real Property unit regulations, statutes, policy and procedures.
• Participate in discipline, grievance, collective bargaining and other employee relations matters affecting the Real Property unit; administer and ensure adherence to applicable bargaining agreements.
Supervision
Supervision of employees is required.
Additional Comments Physical/Mental/Visual Demands
Frequent travel may be required, depending on assignment, using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Must be able to work overtime or extended work hours as needed.
Work Environment
Workstation and location varies depending on assignment. Requires use of one or more of the following: PC, telephone, fax machine, printer, copier, scanner, electronic stapler/hole punch/date stamp, and shredder.
