Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: One year of permanent competitive or 55b/c service as an Education Finance Specialist 1.
§70.1 Transfer: One year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
§70.4 Transfer: Candidates may be eligible for transfer to Education Finance Specialist Trainee 1 if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the PCO, PATT or PMI eligible lists.
Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list or the Public Management Intern Eligible list may be considered for appointment.
Preferred Qualifications: Strong skills in Microsoft Office Suite including: Word, Excel, Access, and Visio.

Duties Description The New York State Education Department’s (NYSED) Office of the Chief Financial Officer (CFO) is seeking applications for an Education Finance Specialist 1. The incumbent of this position will report to the Director of Operations and will assist with human resources and fiscal support for the following CFO and PIMS units within the Office of Operations and Management Services (OMS): Executive Deputy, Office of Counsel, Financial Administration and Budget Office, Office of Human Resources Management, Office of Grants and Contract Administration, Office of Information Technology Services (ITS), Office of Audit Services, Office of Facilities and Business Services, Office of State Review, Office of Freedom of Information Law (FOIL), and Office of Internal Controls. The duties of this position will include, but are not limited to, the following:
• Assist with the review and processing of OMS procurements with a concentration on ITS procurements;
• Report status of OMS procurements and associated expenditures to senior management with a concentration on ITS procurements;
• Assist with the preparation of the OMS annual base budget;
• Assist with assembling data supporting the annual ITS cost allocation process;
• Assist with the development of OMS procedures associated with various operations; and
• Perform other duties, as assigned
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of the Budget approval. Candidates will be required to provide proof of degree and transcripts. Promotions and transfers may change appointees’ negotiating unit. *Leads to a maximum salary of $66,494 based on annual performance advances.
The salary listed above applies to candidates appointed to Education Finance Specialist 1, SG-18. The hiring rate for candidates appointed to Education Finance Specialist Trainee 1 starts at $39,713, and for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into a traineeship will be advanced to Education Finance Specialist 1 upon successful completion of a two year traineeship.
