Minimum Qualifications Candidates must have one year of permanent competitive service or 55 b/c service as a Senior Administrative Analyst OR in an approved administrative title within two salary grades of a grade 18 OR reachable on the Public Administration Trainee Transition (PATT) list OR the Professional Career Opportunities (PCO) eligible list OR have one year of permanent competitive service or 55 b/c service in a title eligible for transfer under section 52.6 of the Civil Service Law. Appointments made from the PATT or PCO lists require completion of a two-year traineeship.
Duties Description

Working under the direction of the Lean Manager, the Senior Administrative Analyst will lead projects as an Empire Belt and assist with data collection and analysis. OCFS Lean projects focus on the effective and efficient use of resources – both personnel and technology – in order to best serve the children, families and communities of New York State.
Duties include, but not limited to:
1. Serve as project coordinator on multiple Lean projects throughout the agency.
2. Gather and analyze data, and develop data collection tools for ongoing tracking purposes.
3. Identify and document the scope of Lean projects to implement changes or enhancements.
4. Review and write Project Charters.
5. Coordinate, manage and assist project teams with all activities to achieve a successful Kaizen Event.
6. Facilitate Kaizen Events.
7. Facilitate project team meetings, including scheduling meeting dates, developing agendas, and providing guidance on next steps.
8. Assist with general Lean project management activities, such as solution implementation, Jidoka tracking and reporting.
9. Analyze data and provide information to management to assist in the making of policy decisions.
10. Prepare data charts and ad hoc reports for executive staff and project teams.
11. Lead informational sessions on Lean concepts to increase agency staff knowledge and engagement.
12. Communicate with agency leadership and the New York State Lean Office about the progress of projects.
13. Contribute to the work of the Office of Agency Performance Improvement.

Additional Comments This position may be filled via transfer or at the Traineeship level.
Experience in project management (i.e business process analysis, change management, group facility and research) preferred.
