Minimum Qualifications You must be a qualified employee of the New York State Office of Mental Health or the New York State Office For People With Developmental Disabilities and have had three months of permanent competitive or 55-b/55-c service as a Mental Hygiene Staff Development Specialist 3, Mental Hygiene Staff Development Specialist 3 (Nursing), Training Specialist 1 (Mental Hygiene), or Training Specialist 1 (Nursing).
Transfer Qualifications: Any permanent Training Specialist 2
Anyone eligible for 70.1 transfer (if applicable)

Duties Description The incumbent will be an experienced staff development professional who will serve in a leadership role as direct assistant to the Director of Talent Development and Training. Responsibilities will focus on the management of workforce learning activities that support OPWDD’s core mission to help people with developmental disabilities to lead richer lives. Demonstrated strengths will include interpersonal effectiveness, verbal and written communication skills, organizational ability and managing multiple priorities. Key areas of responsibility include, but are not limited to:
•Recruit, train, support and supervise trainers/instructors to ensure instructional quality, effectiveness and achievement of learning outcomes.
•Possess or be willing to obtain and maintain instructor and instructor-trainer certification/credentials, including PROMOTE, as determined by identified needs and priorities.
•Develop and present a range of high quality learning experiences as determined by identified needs and mandates.
•Assess the quality and effectiveness of existing training programs and implement targeted improvement strategies.
•Collaborate with a wide range of administrators, clinicians and others to identify staff development and training needs and priorities and develop effective strategies to meet desired learning outcomes.
•Serve on inter-department/inter-disciplinary committees, e.g., Behavior Management Committee, traineeship council, etc.
•Travel for trainings as needed.
•Use the Statewide Learning Management System (SLMS) and other monitoring tools to review training data and records to assure compliance with completion of training mandates and other regulatory requirements.
•Develop training schedules (current and proposed) to optimize resources, assure outcomes and minimize disruption of operations.
•Use MS Office, including WORD, POWERPOINT, EXCEL, and OUTLOOK to develop professional training documents, reports; manage email, calendar, and appointments.
•Serve as Administrator on Duty (AOD) as scheduled.
