Minimum Qualifications MINIMUM QUALIFICATIONS:
§70.1 TRANSFER: One year of permanent competitive or 55 b/c service as a Principal Medical Facilities Auditor.
§52.6 TRANSFER: One year of permanent competitive or 55 b/c service in a title SG-25 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law and must have a bachelor’s degree including or supplemented by 24 semester credit hours in accounting and/or auditing courses.
ELIGIBLE LIST APPOINTMENT: Candidates who are reachable on the Principal Accountant eligible list may be considered for appointment.
*Leads to a maximum salary of $102,838 based on annual performance advances.

Duties Description The New York State Education Department’s (NYSED) Rate Setting Unit (RSU) is seeking applicants to fill a Principal Accountant position. The RSU is responsible for working with providers and constituents to facilitate the rate setting process and developing reimbursement rates for approved providers of special education programs for preschool and school age students in accordance with Part 200 of the Commissioner’s Regulations. The incumbent of this position will manage, direct, and coordinate the activities of the RSU in establishing reimbursement requirements and rates for approved special education programs and services. Duties of this position will include, but are not limited to, the following:
• Oversee a team comprised of Supervising Accountants, Associate Accountants, Accountant Trainees and/or Senior Accountants in the calculation and processing of accurate and timely tuition rates in accordance with applicable statutory and regulatory provisions, the Consolidated Fiscal Reporting and Claiming Manual, the Reimbursable Cost Manual, the approved tuition rate setting methodology, and unit protocols;
• Perform direct supervisory duties for Supervising Accountants of the Unit, including the review of their calculation and processing of prospective, reconciliation, interim and audit rates and the review and approval of tuition waiver/appeal recommendations;
• Assign work and manage workflow throughout the RSU to maximize efficiency in tuition rate calculation and processing;
• Develop and manage staff trainings to ensure staff duties are performed in accordance with applicable requirements, policy and protocols;
• Generate and design various reports for data analysis and dissemination purposes to inform operations; effectively utilize applicable computer applications (mainframe, ezspec, and Microsoft software packages) to prepare summary documents in order to review and track financial reimbursement information both on an individual school basis and system-wide; interpret and analyze data to inform operations and evaluate policies and proposals impacting the Unit;
• Supervise and direct activities regarding Unit priorities relating to: official audit engagement and enforcement, financial training and guidance regarding cost reporting and accounting issues, capital construction approval and financing, grant administration, review of provider’s initial, re-approval, and modification applications, public school district rate processing, reimbursement for the state operated and state supported schools, tuition waiver/appeal processing and data analysis;
• Identify and analyze Department polices that affect the rate setting process and provide recommendations for modifications to existing policies, guidance, statutory and regulatory requirements relating to the reimbursement of approved special education programs and services including, but not limited to, changes to the Consolidated Fiscal Reporting and Claiming Manual, updates to the annual Reimbursable Cost Manual and tuition rate setting methodology, and proposals for regulatory and/or legislative amendments for Board of Regent consideration;
• Maintain liaison relationships with various offices within the Department, as well as with other state agencies;
• Represent the Department on inter-agency workgroups and other taskforces as necessary;
• Present RSU information, policies and positions at external training events and stakeholder meetings, which may require travel; and
• Perform other duties, as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Filling of this position is contingent upon Division of Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position may require periodic overtime and overnight travel.
