Minimum Qualifications Interested candidates must be reachable on the Information Technology 3, SG-23, eligible list OR be eligible to transfer under Section 52.6 of the Civil Service Law.

Duties Description Technology Assistance and Training
• Use advanced IT auditing tools such as SAINT, Nessus and AppScan during risk assessments and audits throughout the Division. Provide training and support to other work unit Specialists using the tools, develop related Division policies and procedures, and work with others in the Agency using similar tools to advance our collective knowledge.
• Provide hands on assistance to audit staff throughout the Division in assessing and testing controls over computerized systems in local governments across the state. Prepare work papers consistent with applicable professional standards and Division policies. Assist other work unit Specialists as they provide hands on assistance to audit staff in assessing and testing controls over computerized systems in local governments across the state.
• Develop and expand the Division’s capacity to use computer assisted audit tools. Keep management informed of trends and new developments in computer assisted auditing capabilities and how they might enhance the efficiency and effectiveness of our services. This will require a proactive role, researching and suggesting potential uses for technology, determining IT auditing trends, finding best practices from other audit agencies in New York and other states, and being an activity member of one or more IT related communities.
• Provide in-person training for work unit Specialists and Division audit staff on various information technologies and IT auditing topics, and how they affect the services we provide.
• Provide in-person cybersecurity training for local officials.
• Prepare written communications and audit guidance to assist IT Specialists and audit
staff in understanding IT issues, trends, automated tools, and Division policies and procedures.
Supervision
• Ensure consistent application of professional standards and the Division’s policies. This may include the review of IT Specialists’ plans, assignment outputs, or other appropriate means.
• Ensure efficient delivery of assigned services (i.e., time elapsed between critical dates in the assignment).
• Ensure effective delivery of assignments. Consider the needs, capabilities and receptiveness of the customer(s) in defining the scope of the activity, developing recommendations and communicating with the customer(s).
• Provide guidance and support to IT Specialists conducting activities. Guidance and support includes communication, research and assistance in problem solving. The guidance and support should facilitate their judgment in conducting the assignments.
• Provide guidance to IT Specialists so they can develop written communications appropriate for an assignment. The IT Specialist 3 will be expected to edit the work papers, letters and reports of some assignments. Resulting communications should be consistent with applicable professional standards and Division policies.
• Promote staff development by providing feedback to staff on strengths and areas in need of improvement through the preparation of assignment reviews, annual performance evaluations and/or other appropriate communications.

Additional Information
• Under the direction of the Applied Technology Unit’s (ATU) manager, an Information Technology Specialist 3 will provide hands-on information technology assistance to Division audit staff across the State and monitor the work of other ATU Information Technology Specialists as part of the unit’s quality assurance process. Quality encompasses all aspects of an activity including performance measures, professional standards and customer focus.
• The Specialist will work out of the central office, however, this position will require 60% statewide travel including both day trips and overnight stays.
