Minimum Qualifications Interested candidates must currently be reachable on the Project Manager 2 (SG-25) list, OR be eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 23 or higher.

Duties Description Independently manages projects, including those of high complexity:
• Conduct and participate in meetings with appropriate project participants, project sponsors and OSC executives for assigned projects;

• By example, train and mentor project managers, team members and sponsors in the project management function, importance and plan development techniques.

• Participate in project initiation as appropriate, in conjunction with the project team, develop all the necessary project plans according to the OSC SMART Projects method, execute the plans and close out the project.

Project management consulting for projects:

• Through project participation train and mentor project managers, team members and sponsors in the project management function, importance and plan development techniques.

• Develop and maintain, or instruct and assist project managers, to develop and maintain all types of management plans.

• Train, mentor and assist the project managers with execution activities, including status meetings, communications and enactment of project plans;

• In conjunction with the project manager and team, developing a project schedule, including identifying and scheduling project deliverables, milestones and required tasks using scheduling software;

Lead training for OSC project managers:

• Develop and train OSC staff on beginning project management skills, including Project Management Training Series and Project Management 101;

Mentor project managers:

• Advise and assist OSC staff to develop project management skills through individual interaction;

• Assist OSC staff to gain a complete understanding of the OSC project methodology through individual interaction.


Advancing OSC's project management maturity:

• Conduct training and project analysis sessions on medium level project management topics;
• Develop metrics to evaluate progress towards meeting project management objectives;
• Coordinate cross divisional efforts to achieve project management objectives and seed project management skills in the Divisions;
• Compile and organize information gathered from projects to provide a source of historical information for future projects
• Maintain project best practices in a format accessible to OSC project participants
• Assist the Director of the PgMO to integrate Project Management best practices into operational activities for Division business units or to conduct related activities with smaller business units;
• Continuously improve the OSC project methodology;
• Contribute to marketing the PgMO;
• Collaborate with smaller OSC operating divisions to reach their project management objectives.

Additional Comments DESIRED COMPETENCIES:
• Experience managing projects with the use of a formal methodology;

• Experience managing projects in OSC and/or NYS government;

• The ability to work with others to analyze problems quickly and develop the best solution;

• Familiarity with NYS procurement processes;

• Business skills including coaching, working in teams, negotiating, facilitating;

• Good organizational skills, and able to set priorities when working on multiple tasks;

• Excellent interpersonal and communication (written and oral) skills (ability to have fun while getting results);

• The ability to be flexible, to adapt to change, and work well in a fast paced, participative, deadline-oriented environment with diverse assignments;

• Project management training, preferably certified by the Project Management Institute;
