Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: One year of permanent competitive or 55b/c service as a Manager, Educational and Vocational Services Coordination 3.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Section §52.6 Transfer: One year of permanent competitive or 55b/c service in a title M-3 (SG-28 / SG-29) or above deemed eligible for transfer under §52.6 of the Civil Service Law.

Provisional Appointment: If there are fewer than 3 acceptors on the eligible list, a provisional appointment may be considered. For provisional appointment, candidates must have one year of permanent competitive or 55b/c service as a Supervisor, Education of Children with Disabilities; Manager, Educational and Vocational Services Coordination 1; District Manager, Vocational Rehabilitation; Manager, Educational and Vocational Services Coordination 2 or Coordinator of Special Education Services.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Manager, Educational and Vocational Services Coordination 3 position in the Office of Special Education. The Office of Special Education works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and State laws and policy for students with disabilities, provides general supervision and monitoring of all public and private schools service New York State preschool and school-age students with disabilities, and provides technical assistance to parents and school districts. Under the direction of the Assistant Commissioner, the incumbent will have oversight responsibility and provide direction and leadership for the policy, professional development, due process and preschool units. Duties of this position include, but are not limited to, the following:

• Oversee and manage special education policy development consistent with IDEA (Individuals with Disabilities Education Act) requirements;
• Develop and disseminate guidance to the field;
• Recommend and structure activities to promote policy implementation to address special education issues and program improvement;
• Oversee and manage special education technical assistance networks and initiatives;
• Participate in work with other Department offices to integrate special education activities, produce information and provide advice to ensure issues and needs related to the education of students with disabilities are addressed;
• Oversee and coordinate the activities related to special education accountability under IDEA, including the management of the development and review of federal reports, integration of the Every Student Succeeds Act (ESSA) and IDEA accountability procedures and practices, etc.; and
• Manage special education due process initiatives and activities, including office responsibilities related to impartial hearings and mediation.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Promotions and transfers may change appointees’ negotiating unit. *Leads to a maximum salary of $124,437 based on annual performance advances.
