Minimum Qualifications Budget Fellow must possess a minimum of a Bachelor’s degree. Starting salaries depend upon level of education and type of work experience, and annual salary increases are dependent on satisfactory performance:

• Budget Fellow I: $43,814- A Bachelor’s degree. Advances to Budget Fellow II after one (1) year of satisfactory service.

• Budget Fellow II: $47,977– A Master’s degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial field; or, a Bachelor’s degree and two (2) years of professional work experience including one (1) year in public administration. Advances to Budget Fellow III after one year of satisfactory service.

• Budget Fellow III: $51,905– A Master’s degree as specified for Budget Fellow II and one (1) year of professional budgeting experience within a governmental jurisdiction; or, a Master’s degree in any field and two (2) years of professional work experience including one (1) year in public administration; or, a Bachelor’s degree and four (4) years of professional work experience including one (1) year of public administration. Eligible for annual salary increases based on performance.

The position requires strong quantitative, analytic, written, verbal and interpersonal skills. The successful candidate should have the ability to work well independently as well as part of a team, and to actively participate in discussion on important public policy issues.

Duties Description The successful candidate will serve as a member of the Long Term Care Team within the Medicaid Section of the Health Unit. The team is responsible for oversight of the following subject areas: Nursing Homes, Managed Long Term Care, Federal Health Care Reform, the Affordable Care Act, Medicaid Article VII, and various other assignments involving different aspects of health care finance. Additional assignments include:

• Analysis, development and public defense of budget/policy recommendations and implementation of innovative programs and strategies to continue Medicaid program reforms;

• Review and identify fiscal and policy impacts associated with proposals advanced by the Governor, the Federal Government, the State Legislature and various advocacy groups as the State’s Medicaid program adheres to mandates imposed by Federal Health Care reform;

• Monitor and forecast on a regular basis, enrollment, expenditures and service utilization of designated program areas within Medicaid program; and

• Evaluate and participate in development of programmatic and policy solutions aimed at addressing care and financing needs for vulnerable populations.

The position will offer the Examiner a unique opportunity to evaluate and conduct research and develop recommendations related to the health care financing and the State’s health care reform agenda, both within the Unit and Division wide.
