Minimum Qualifications Candidates must be reachable on the Project Manager 1, G-23, Civil Service eligible list OR have one year of permanent competitive service as a Project Manager 1, G-23. Also open to NYS employees at or above G-21 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Business Systems Analyst 2, G-23; Associate Administrative Analyst, G-23; and Information Technology Specialist 3, G-23.

Required skills and abilities:
• Project Management experience in an environment with multiple stakeholders with varying needs;

• Ability to facilitate meetings and present training materials to large stakeholder audiences;

Duties Description As a part of the Statewide Financial System (SFS), Stakeholder Services Bureau, the incumbent of this position will manage assigned projects related to stakeholder impacts, communication and training plans. This includes development, quality assurance, and maintenance of SFS self-paced trainings and job aid while ensuring that SFS communication methods, content, and delivery mechanisms are consistent with the Communications Management Plan and consistent with the overall SFS Program Plan. The incumbent will provide stakeholder support for SFS Seasonal Releases, including development of agency testing and training plan and support materials.

The incumbent will also support the SFS organization by managing projects and associated internal communications related to the training and professional development of SFS staff.

Illustrative duties include, but are not limited to:

• Identify tasks associated with projects and contribute to the input of tasks into the SFS Portfolio project plan
• Provide Communication Action Plans in support to all SFS projects
• Analyze stakeholder communication needs and develop communications to agencies consistent with SFS guidelines/standards
• Develop and distribute stakeholder communication
• Maintain the SFS agency contact list
• Perform SFS Glossary, FAQs, Reports, Query guide updates
• Manage stakeholder change impacts and associated programs for all SFS projects
• Support implementation and coordination of SFS Portfolio project-related change impact and stakeholder readiness programs
• Perform stakeholder outreach
• Stakeholder meeting facilitation, including SFS Community Councils
• Manage support efforts to all projects related to SFS stakeholder training development, maintenance and delivery
• Ensure the SFS Employee Welcome Packet is kept up-to-date
• Maintain documentation outlining training standards including UPK Developer Guide, Style Guide, Training Newsletters, etc.
• Provide Training and troubleshooting support for the UPK tool (e.g., in process of upgrade to Version 12)
• Administer and maintain the Stakeholder Services SharePoint functions
• Supervise Stakeholder Services staff and/or consultants
• Manage SFS user incidents related to issues such as communications, training, process issue escalations.
