Minimum Qualifications Position will be filled either as a Contract Management Specialist 1, SG 18, or as a Contract Management Specialist Trainee. Candidates must have one year of permanent competitive or 55b/c service as a Contract Management Specialist 1 or in a title SG -16 or above eligible for transfer under Sections 52.6 or 70.1 of Civil Service Law or be reachable on the Professional Career Opportunities (PCO) eligible list OR be reachable on the OAG Department's PATT eligible list. Appointees from the PCO or PATT list must serve a two-year traineeship that leads to the salary grade 18.
Duties Description The incumbent will provide contract management support to staff in the Information Technology Bureau. They would be responsible for preparing financial documents for various IT projects. The specific duties for this position include, but are not limited to, the following:
• Review with Finance and evaluate procurement requests to determine whether a Request for Proposals (RFP) an Invitation for Bids (IFB) or Sole/Single Source procurement is the appropriate method of procurement. Prepare documents needed based on selection.
• Follow State regulations, rules and laws governing the procurement and contracting process.
• Prepare RFP, RFQ and SOW to send to Finance for final processing.
• Prepare changes and additions to contracts as needed.
• Prepare draft Contract Reporter advertisement for approval of the AG Finance office.
• Confirm IT staff comply with State Finance Law requirements and other laws that apply to procurement
• Participate in Bidders Conferences and review evaluations.
• Implementation, maintenance, and evaluation of office policies and procedures to monitor, control, and achieve efficiency in contract processing for all procurement activities.
• Enter purchase requests and contract information.
• Performs other duties as assigned.

While not a requirement, our ideal candidate will have previous experience working in a finance or IT environment, or possess a degree or coursework in finance and/or Information Technology.
