Duties Description An Associate Director Human Resources 1 (Institution) serves as a key member of a facility's management team in formulating the overall personnel, labor relations, and staff development policy and is responsible for implementing such policy and directing all activities in these functional areas. In this capacity, an incumbent provides policy direction to subordinates working in each of the functional areas of responsibility to ensure the agency recruits, develops, and maintains a competent workforce of adequate size to achieve its goals and objectives.
The Nathan S. Kline Institute for Psychiatric Research (NKI) is looking to recruit an Associate Director of Human Resources 1 (Institution) to direct the Institute’s Human Resources programs, to include supervision of Human Resources staff. In this position you will:
• Perform various personnel activities such as position classification, recruitment, placement, and employee services for the purpose of staffing, developing, and maintaining an adequate and competent work force.
• Advise division heads, supervisors, and individual employees on applicable laws, rules, directives, and negotiated agreements which affect the appointment, promotion, termination, or salary of employees.
• Oversee the administration of all benefits activities to include Time and Attendance programs; Medical and Workers’ Compensation Leaves; Health Insurance; and Retirements.
• Have responsibility for the administration of the Institute’s employee relations and staff development programs.
• Serve as NKI’s Ethics Officer and liaison with the New York State Joint Commission on Public Ethics (JCOPE).
• Act as liaison for NKI’s Prevention of Workplace Violence and Domestic Violence programs and serve as the Institute’s point person and contact for any such issues.
• Serve as NKI’s liaison on any matters involving the New York State Justice Center for the Protection of People with Special Needs.
• Assist with Affirmative Action matters.
Additional Comments Background Investigation/Justice Center Review:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
This position is eligible for a Downstate Adjustment of $3,026.
