Minimum Qualifications Candidates must have one year permanent competitive service as an Associate Accountant or in a title eligible for transfer under Section 70.1 of the Civil Service Law or reachable for appointment on the Associate Accountant eligible list.
Duties Description Under the direction of the Director, the Associate Accountant will oversee the fiscal management of the Community Services Block Grant (CSBG). This federal grant provides nearly $60 million to the Department annually to fund local assistance grants with eligible entities including Community Action Agencies and Community Action Programs which provide services to low income individuals throughout New York State. The incumbent will supervise four staff accountants responsible for monitoring contract expenditures through site visits and review of audits and financial reports. This is accomplished through joint site visits with accountants, review of site visit reports, review of comprehensive monitoring efforts, and the review of contract transactions and related payment requests. The incumbent will work closely with legal and program staff to provide feedback to contractors, prepare letters of deficiency to grantees, and arrange for technical assistance for grantees when necessary.
The incumbent will manage funds for local assistance and state operations purposes; track, prepare and submit expenditures and periodic financial reports utilizing the Grants.gov portal; prepare monthly reports of expenditures for review; and develop and implement plans to insure that funds are spent in accordance with the grant award and OMB guidelines.
