Minimum Qualifications Individuals who have one year of permanent service as a Mental Health Program Specialist 3, G-25, are eligible to apply. Additionally, candidates who are eligible to transfer via Section 52.6 and 70.1 of the Civil Service Law will be considered. Duties Description Under the general direction of the Director of Housing Development and Support, the Mental Health Program Specialist 3 will have statewide responsibility in managing, coordinating and overseeing policy, funding, regulatory and management functions. The incumbent is responsible for making independent decisions concerning complex programmatic and operational housing issues.
Specific duties include, but are not limited to, the following:
• Develop new mental health program models for individuals who are living in, or who plan to transition into, community-based mental health housing.
• Develop strategies for new housing funding models.
• Provide programmatic oversight and technical direction to Field Office staff who perform activities to support housing programs concerning residential model development to promote Local Management and Accountability of Housing and Related Resources.
• Provide direction to existing and new housing providers concerning technical changes to program management/oversight.
• Represent the bureau on the Medicaid Redesign Team and review existing OMH housing models and develop approaches to move the system toward Medicaid savings through supported housing.
• Lead the Supported Housing Guidelines Workgroup.
• Provide input into the annual budget development process for the housing program.
• Oversee the implementation of, and compliance with, new legislative mandates and initiatives.
