Minimum Qualifications For Contract Management Specialist 1, G-18: One year of permanent competitive or 55-b/c service as a Contract Management Specialist 1 OR in a position at G-16 or above deemed administrative under Section 52.6 of the Civil Service Law OR in a title approved for transfer under Section 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
Candidates with at least one year of permanent competitive service in a title allocated to G-16 or higher who have standing on the Contract Management Specialist 1 eligible list, and meet the required minimum qualifications listed on the exam announcement for 25-594 at https://www.cs.ny.gov/announarchive/announcements/25-594.cfm may be eligible for transfer to the G-18 level under the provisions of Section 70.4 of the Civil Service Law.
Qualifications for Contract Management Specialist Trainee, NS
Open to NYS employees with one year of permanent competitive service as a Contract Management Specialist Trainee, NS; OR in a title designated appropriate for Section 70.1 transfer to the title of Contract Management Specialist Trainee 1 or Contract Management Specialist Trainee 2. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.
Candidates with at least one year of permanent competitive service in a title allocated to G-11 or higher who have standing on the PCO eligible list or those who successfully completed the recent holding of the PATT and who have a bachelor’s degree may be eligible for transfer under the provisions of Section 70.4 of the Civil Service Law.
Candidates eligible for consideration under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. Individuals certified eligible for the 55b/c program must possess a bachelor's degree to meet the education qualifications for the Trainee level, and meet the required minimum qualifications listed on the exam announcement for 25-594 at https://www.cs.ny.gov/announarchive/announcements/25-594.cfm to be considered for the G-18 level. The salary range identified above applies to candidates appointed to Contract Management Specialist 1, G-18. The hiring rate for candidates appointed to Contract Management Specialist Trainee starts at $40,507 and is based on the candidate's salary at the time of hire. Candidates hired into the traineeship will be advanced to Contract Management Specialist 1 upon the successful completion of a two-year traineeship.
Duties Description Within the Public Safety Cluster's IT Resource Management Unit, the Contract Management Specialist 1 will perform budgeting, procurement, and consultant resource management functions. The incumbent will work to resolve any procurement issues in collaboration with ITRM management and the ITS Finance Office.
Duties include, but are not limited to, the following:
• Facilitate software renewal procurements for the Cluster and support other activities associated with ITRM application services contracts through the Statewide Financial System (SFS);
• Develop procurement documents required for Request for Proposal, Invitation for Bid, and other procurement vehicles, and draft Contract Reporter advertisements;
• Assist with consultant resource on-boarding and off-boarding, including required actions for the HBITS process;
• Resolve any payment issues in coordination with ITS Finance Services;
• Maintain a comprehensive knowledge of all State regulations, rules, and laws governing the procurement and contracting process;
• Review proposed contracts for fiscal and programmatic accuracy, adherence to State policy, and compatibility with agency and Cluster goals.
