Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 2, G-18, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 2, G-18. This position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifying administrative title such as Information Technology Specialist 2 (Programming), G-18; Business Systems Analyst 1, G-18; or Telecommunications Analyst 2, G-18. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent competitive service as a Supervising Computer Operator, G-18.

Required Skills and Abilities:

• Joomla CMS; Microsoft Office including Access; Adobe Dreamweaver, Photoshop, Fireworks, Illustrator
• High level of attention to detail, ability to multi-task and strong leadership skills
• Excellent written, verbal, and organizational skills
• Ability to document issues in a clear and concise manner
• Ability to demonstrate flexibility

Duties Description As part of the Statewide Financial System (SFS) Stakeholder Services Bureau, the incumbent may be responsible for web development; content management; website maintenance; as well as training development, delivery and reporting. Additional responsibilities could include providing graphic design support to enhance communications. The ITS 2 may also be responsible for projects managing stakeholder communication tasks.


Responsibilities may include, but not limited to:

• Perform design, web development and some project management tasks including:
-web content management systems (i.e., Joomla!)
-web development including style sheets, templates, web page coding
-web architecture development
-graphic design
-copywriting
• Develop and deliver training to internal and external users
• Determine the level of effort required for tasks and estimate timetables for completion of tasks as assigned
• Document and maintain web and SharePoint maintenance procedures
• Ensure stakeholder training materials, project artifacts and communication needs are met within assigned timeframes, and adhere to SFS standards
• Review and validate key stakeholder communications for grammar and technical accuracy prior to sharing with audience
• Participation in knowledge transfer and continuous learning sessions to build competency in key focus areas (e.g., web development and maintenance activities)
• Develop and monitor analytical reports to capture statistics on SFS website activity; identify trends, potential risks, and issues
• Special projects as required
