Minimum Qualifications Interested candidates must currently be on the Information Technology Specialist 2 (Programming) eligible list OR be eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 16 or higher.

Duties Description • Analyze, design, code, debug, test, implement and maintain programs and utilities written in COBOL to support the correspondence system.
• Perform capacity planning, backup and maintenance of VSAM files.
• Participate in a mandatory on-call rotation to provide after-hours support for production level correspondence batch jobs.
• Assume responsibilities for the development, maintenance, and technical support of key components of the MEBEL Letter Migration process.
• Analyze, design, code, debug, test, document, implement and maintain utilities and batch/online programs that are coded in COBOL, DB2 and CICS Command Level languages to support mission-critical legacy mainframe application and the integration of new Redesign programs and processes.
• Review functional and technical designs of new business solutions to ensure they are capable of integrating with existing systems and are developed according to standards.
• Troubleshoot software problems, maintain resources and monitor performance in all CICS environments.
• Troubleshoot all levels of programming-related problems including, but not limited to, those coded in COBOL, CLIST, JCL and CICS Command Level languages to provide timely resolution of system and application level software failures.
• Assist in the analysis and resolution of mainframe resource contention, operating system, TSO and printer-related problems.
• Create and maintain flowcharts, procedures and process work flows to support business systems and processes.
• Assist with testing, user sign-off and post implementation review of mainframe system software upgrades and/or disaster recovery initiatives.
• Act as liaison between staff to analyze the impact of software changes, mitigate risks, and assist in coordinating implementation activities and back out procedures.
• Perform testing for periodic weekend and/or holiday software upgrades.
• Utilize technical writing skills to create and maintain program documentation, test plans and user instructions.
