Minimum Qualifications Eligible for a lateral transfer or eligible for a 70.1 transfer by having one year of permanent competitive service in an appropriate title. Appropriate titles include but are not limited to:
Assistant Business Officer, SG-23
Associate Crime Victims Program Monitor, SG-23
Housing Specialist 2, SG-23
Senior Purchasing Agent, SG-23
OR
Eligible for a 52.6 transfer by having one year of permanent competitive service in an appropriate title. Appropriate titles include but are not limited to:
Associate Administrative Analyst, SG-23
Associate Budgeting Analyst, SG-23

Candidates must be reachable on the current eligible list for Contract Management Specialist 2 in Albany. Candidates who are currently on the eligible list for the Contract Management Specialist 2 in Albany need not submit an application for this posting unless they are applying directly as a result of the transfer qualifications listed above.
Duties Description The selected candidate will work on OTDA commercial contracts and procurement to perform higher level contract and procurement work. Duties include but are not limited to:
• Supervise and provide guidance to Contract Management Specialist 1's and Trainees;
• Assist program areas in the planning of procurement timeframes;
• Coordinate and/or participate in the development, review and analysis of Request For Proposal’s (RFP’s) and Information for Bids (IFB’s) to ensure all financial, contractual and administrative requirements are satisfactorily addressed;
• Promote Minority and Women Owned Business Enterprises (MWBE) participation in OTDA procurements and contracts;
• Review technical and review/develop cost proposal evaluation instruments that are consistent with NYS procurement policies and laws;
• Participate in the evaluation and analysis of financial proposals and administrative requirements in order to establish financial rankings and support contractor selection;
• Assist with contract negotiations;
• Review and analyze draft contracts and contract amendments and resolve contractual issues with assigned organizations;
• Coordinate the contract approval process and enter required contract transactions in the Statewide Financial System (SFS);
• Serve as a liaison with assigned OTDA organizations and other State Agencies (primarily OSC) to facilitate the procurement process while ensuring all control requirements are met;
• Work with OTDA program areas and legal to rectify contract, claims and voucher issues and ensure that contract payments are made appropriately and in a timely manner;
• Work with the Office of Legal Affairs to fulfill FOIL requests relating to contract matters.
Additional Comments A full-time, contingent-permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
