Duties Description Under the general direction of the Licensing Bureau Chief who is responsible for all Licensing, specifically reporting to the Administrative Assistant or the Office Assistant 3 in the Licensing Unit, these positions will be responsible for the licensing of occupational individuals at the commercial, video and/or Indian gaming casinos, and companies/enterprise, individuals of those companies. The applicant will also be responsible to assist in the processing of Lottery and Racing applications as needed. Specific responsibilities include but are not limited to:
• Process applications in order to start the applicant through the prospective evaluation process. This requires substantive knowledge of the program and/or programs regarding the various rules and regulations. These rules and regulations are fluid and change with the program.
• Review applications that contain sensitive materials and/or are often complex. Additionally, many applications include constant inquires in which management or executive staff need to be apprised.
• Process and research fingerprinting data on prospective applicants. This includes both NYS and FBI criminal history reports and compares results with applicant disclosures, make recommendations for applicant approval or denial.
• Enter and maintain the workflow into the Bureau’s data processing and imaging systems.
• Interact with the NYSP and prepares files for NYSP investigative review.
• Interact with the public and the Commission’s central staff on a daily basis to ensure that all licensing procedures are adhered to.
• Respond, in various forms (verbal and written), to questions from the general public or others concerning the operation of the unit or program area and/or to explain and interpret agency rules, regulations, policies, or procedures.
• Maintain good working relations with the casinos so the incumbents will function as a liaison with various regulatory agencies for gaming license verifications.
• Draft special certifications, registrations, denial, deferral, warrant and arrest notification letters to the applicants and casinos.
• Interview applicants to obtain detailed information to perform such tasks as completing forms, records, or documents. Determine the appropriate course of action based on that information.
• Back-up other staff members as needed.
Additional Comments Appointment will be contingent upon completion of a fingerprint background check before an official appointment offer can be made.
