Minimum Qualifications - Must have taken and passed the Civil Service exam

- Two years of permanent service as Plant Utilities Engineer 1

Duties Description Plant Utilities Engineer 3 plan, direct and coordinate the activities of and/or have overall supervisory responsibility for the Physical Plant department for an entire State operated facility or a major portion of an overall physical plant engaged in the operation, maintenance, troubleshooting, repair, testing and calibration of mechanical and electrical equipment providing heat, hot water, ventilation, air conditioning and electrical distribution in the most efficient and safest way possible.

Incumbents function as physical plant managers assisting agency/facility management in planning, designing, developing, budgeting, and implementing major power plant renovation, major equipment overhauls and replacements, and energy conservation projects.

- Schedules staff to insure adequate supervisory coverage on all shifts
- Directs supervisory and other staff by providing training, instruction and assistance in the performance of overall physical plant operations and maintenance tasks and activities
- Has overall responsibility for developing, maintaining and updating technical manuals, blueprints, specifications and plans
- May personally observe and inspect or direct supervisory staff to observe and inspect work while in progress and when completed insures the proper use of materials, quality of workmanship, that safety regulations and relevant codes are followed, that schedules are met and that work is performed according to plan
- Implements and enforces operational and safety procedures, policies and schedules for all "Engineering Department" tasks and activities
- Reviews specifications and drawings for outside contractors and inside work
- May personally inspect or direct the inspection of work performed by outside contractors to insure conformance with project plans and specifications
- Periodically inspects plant equipment and operations to insure proper maintenance, scheduling, and safe and efficient operations
- Plans and directs the scheduling of preventive maintenance and repair work
- Reviews estimates of materials and parts needs and costs
- Approves orders or directs the ordering of materials, equipment and parts, and maintains tool and equipment inventory according to prescribed procedures
- Reviews and analyzes written records and narrative reports of work performed in order to account for labor and materials used
- Reviews and analyzes equipment log and daily operating records to insure proper and economical operation
- Develops changes to operating procedures to improve efficiency and directs implementation
- Coordinates the implementation and maintenance of computerized energy management systems, Direct Digital controls, installation of microprocessor based hardware and software and the performance of system and operational adjustments
- Plans and directs the performance of minor asbestos removal projects to facilitate repairs and/or any asbestos removal project being carried out by other employees or private contractors
- Develops guidelines and implements procedures for the handling of various types of hazardous materials, such as refrigerants, freon, gas, fuel oil, solvents, antifreeze, acids, biocides, nitrates, amines, cyclohexylamine, marpholine, diethylamino ethanol, caustic soda, regulated waste and refuse
- Directs and coordinates the response to incidents having potential environmental impact and/or safety concerns, such as chemical spills, oil spills and blowouts; implements evacuation plans in emergency situations and coordinates the maintenance of the "right to know" library, the response to right to know inquiries, the assessment of problems and the provision of advice regarding right to know incidents
- Oversees work done in confined space situations where personal protective equipment is used
- Plans and develops energy conservation protocol
- Plans and coordinates the installation of new equipment and modification of existing equipment to operate at peak energy efficiency
- Prepares the annual operating budget by recommending the Engineering Department's budget requirements including repair and/or maintenance needs and staffing, material and equipment needs
- Periodically prepares standard written evaluations of subordinate employee work performance
- Evaluates and counsels subordinates according to agency policy and labor management contracts
- Prepares documentation in support of employee discipline
- Prepares, reviews and signs employee time cards and verifies contractor time records

Additional Comments This is a full-time classified appointment. FLSA non-exempt position, that is, eligible for overtime monies.

Transfer 70.1: One year of permanent competitive service in the title Plant Utilities Engineer 2 and meet transfer eligibility requirements.
