Minimum Qualifications for Appointment: Current New York State Department of Labor employee with one year or more of permanent, contingent-permanent or 55 b/c service as an Human Resources Specialist 2; OR current New York State employee with one year or more of permanent, contingent-permanent or 55 b/c service as an Human Resources Specialist 2; OR current New York State employee with one year or more of permanent, contingent-permanent or 55 b/c service in a position allocated to a Grade 21 or above and eligible for transfer under section 52.6 of the Civil Service Law.
Minimum Qualifications for 52.7 Non – Competitive Promotional Appointment: If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Human Resources Specialist 1.

Duties Description STANDARD DUTIES:
Perform a variety of duties in support of human resources administration for the Department of Labor. The incumbent will be responsible for supervising, mentoring and coaching staff as well as performing a wide range of classification and recruitment activities in accordance with Civil Service Law, Rules and Regulations, policies, and procedures. Duties include: researching, planning, and preparing classification requests and personnel transactions, participating in examination planning and development activities, providing guidance and assistance to program staff regarding appointment, promotion, transfer, status or salary of employees. Prepare routine correspondence and reports and carry out full supervisory responsibilities.
