Minimum Qualifications Interested candidates must be reachable on the Agency Program Aide eligible list or eligible to transfer under Section 70.1 of the Civil Service Law.
To be eligible for a 70.1 transfer to an Agency Program Aide, SG-13, a candidate must have one year of permanent competitive service in a qualifying title allocated to a salary grade 11 or higher.
Duties Description • Managing the OSC Bureau of Contracts Land Claims Database
• Reviewing recently approved land claim agreement files to insure all documentation is included and in a consistent order
• Thoroughly review payment packages received from the Bureau of Expenditures to insure all documents noted in AG Certification letter are attached, correct & match the package target sheet (correct claimant, contract number, project, etc.)
• Review Land Claims database to determine if other related land claim documents have been filed so that all are filed together
• Serving as back up support for additional Contract Control Unit functions
• Ensuring that the Contract Controls Unit’s responsibilities and functions are maintained on a daily basis during the absence of key personnel
• Maintaining knowledge on current unit policies and procedures, in order to perform essential tasks during such absences
• Coordinating FOIL requests on all State contracts
• Analyzing the FOIL request
• Researching the FOIL request
• Determining if the State has a contract resembling what has been requested
• Ordering the requested records
• Preparing the FOIL memo response to the Press office
• Arranging for the delivery of files with the Press office
• Assisting in the production of OSC/Bureau of Contracts Mandated Reports
• Aggregating data from various system reports
• Creating and editing spreadsheet formulas based on individual report requirements
• Identifying significant contract data trends and patterns that have changed from the previous year
• Investigating & identifying those contracts that are responsible for any significant changes
• Drafting clear and concise footnotes to explain why the identified contracts are responsible for the significant changes
• Providing quality control to confirm that the data is mathematically correct and error free
• Determining OSC Bureau of Contracts Chargebacks
• Analyzing the Contract Audit Module to determine how many NYS Thruway contracts were audited by the Bureau during the past quarter
• Identifying all staff that worked on Thruway contracts
• Determining the cost associated with the auditing of these contracts by creating Excel formulas that calculate the cost based on staff time, staff salaries, fringe benefit & indirect cost percentages
