Minimum Qualifications Qualifications for Senior Accountant, SG-18:

Open to New York State employees with one year of permanent competitive service as a Senior Accountant, SG18 OR in a title approved for transfer under 70.1 of the Civil Service Law. Transfer candidates must possess a bachelor’s degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses from an accredited college or university. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Qualifications for Accountant Trainee, NS:

Open to NYS employees with one year of permanent competitive service as an Accountant Trainee; OR in a title designated appropriate for 70.1 transfer to the title of Accountant Trainee 1 or Accountant Trainee 2. Transfer candidates must possess a bachelor’s degree including or supplemented by 24 credit hours in accounting, auditing, and/or taxation courses. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Qualifications for 70.4:

Candidates with at least one year of permanent competitive service in a title allocated to Grade-12 or higher; and (2) a bachelor’s degree, including or supplemented by 24 credit hours in accounting and/or auditing coursework; and (3) passed the most recent exam used to fill this title, may be eligible for transfer under the provisions of Section 70.4 of the Civil Service Law. Note: 70.4 candidates must NOT have failed the most recent holding of exam.

The salary range identified above applies to candidates appointed to Senior Accountant, SG-18. The hiring rate for candidates appointed to Accountant Trainee 1 starts at $44,564 and is based on the candidate's salary at the time of hire. Candidates hired into the Accountant Traineeship will be advanced to Senior Accountant upon the successful completion of a two-year traineeship.

Duties Description The Senior Accountant will be assigned to the Budget Unit within the ITS Finance Office. Duties may include, but are not limited to, the following:
• Work with a designated ITS Program area to help prepare, monitor and administer their annual spending plan.
• Monitor encumbrances and expenses for appropriate Chart of Accounts coding in accordance with annual spend plans.
• Prepare Personal Service and Non Personal Service expenditure reports from various financial and HR systems to comply with reporting requirements of internal and external stakeholders, including the Division of the Budget, the Office of the State Comptroller and the Office for General Services.
• Verify, classify & code financial transactions for entry into SFS, following accepted accounting practices and the Office of the State Comptroller’s requirements.
• Assist Finance staff with resolving accounting issues.
• Review and approve encumbrance requests in the Statewide Financial System.
• Assist with the development of ITS's annual State Budget.
• Develop and monitor annual cash disbursement plans.
• Respond to budgeting, Chart of Accounts, billing, financial statements, time distribution and rate related questions from internal and external stakeholders.
• Maintain accounting records for Financial Statements using SFS.
