Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description This position will report to the Director of the Accounting Bureau. Duties and responsibilities include, but are not limited to:

• Managing the Integrated Accounting Systems and Federal Aid Units of the Accounting Bureau;
• Managing the approximately $2 billion Federal Aid program from the Federal Highway Administration (FHWA), ensuring that obligational authority is maximized at year end;
• Overseeing cash management activities such as August Redistribution, obligation and de-obligation of federal aid projects, Improper Payments Elimination and Recovery Act (IPERA), and billing suspense;
• Directing staff in the management of Federal funds through NYSDOT systems and managing the resolution of the complexities and challenges;
• Possessing knowledge of numerous federal funding programs and regulations, and providing guidance to management on requests from the NY Division of FHWA;
• Overseeing the successful implementation and testing of FHWA system upgrades and assessing impact on NYSDOT internal procedures and processes;
• Managing Federal Aid unit and direct the development of policies, standards and procedures for federal authorizations within NYSDOT;
• Managing the implementation of the Statewide Financial System’s (SFS) impact on NYSDOT’s Integrated Accounting System;
• Overseeing various accounting calculations and reconciliations including the Indirect Cost Rate development, Cash Management Improvement Act, Governmental Accounting Standards Board (GASB) pronouncements, and Federal Emergency Management Agency (FEMA) reimbursements;
• Overseeing FHWA weekly reimbursement to the agency and assisting with troubleshooting escalated issues between Office of Information Technology Services (OITS), FHWA, Office of the State Comptroller (OSC) and NYSDOT;
• Audit liaison for Internal and External audits;
• Supervising staff, including writing program plans, mentoring and counseling, and approving timesheets.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
