Minimum Qualifications MINIMUM QUALIFICATIONS
70.1 Transfer Qualifications:
Budgeting Analyst Trainee 1, NS=Grade 13:
A current New York State employee with one year of permanent competitive service in a title allocated to Grade 11 or higher may qualify for transfer pursuant to Section 70.1 of the Civil Service Law.
Budgeting Analyst Trainee 2, NS=Grade 14:
A current New York State employee with one year of permanent competitive service in a title allocated to Grade 12 or higher may qualify for transfer pursuant to Section 70.1 of the Civil Service Law.
Senior Budgeting Analyst Grade 18:
A current New York State employee with one year of permanent competitive service in a title allocated to Grade 16 or higher may qualify for transfer pursuant to Section 70.1 of the Civil Service Law.

52.6 Transfer Qualifications: This position is designated as administrative and may be filled via administrative transfer under Section 52.6 of the Civil Service Law, provided all transfer criteria are met. Source titles from which transfer may be made must be designated administrative and be Grade 16 or higher.
OR
70.4 Transfer Qualifications: A current New York State employee with one year of permanent competitive service a position Grade 11 or higher; have a bachelor’s degree and have passed the Professional Careers Opportunities (PCO) or the Public Administration Transition Test (PATT) to be considered for a Section 70.4 transfer to Budgeting Analyst Trainee 1, eq. 13. If you are applying for a Section 70.4 transfer, you MUST submit a NYS-APP (Application for Examination) in addition to a PT30 application.

Duties Description Standard Duties: Under supervision, conducts studies of assigned program areas to develop budget estimates and justifications, evaluate necessary resources for new programs and services, assess current programs and their costs for effectiveness and efficiency, implement and evaluate expenditure controls and forecast future workload and cash expenditures. Duties may also include additional fiscal/accounting functions related to purchasing, cash receipts and disbursements, completing federal reports and working with the Statewide Financial System.
