Duties Description Incumbent will plan, manage and direct a statewide human services workforce development program covering more than 175,000 state, local and voluntary provider agency employees, day care providers and foster parents with a $53.7 million annual budget and over 39 training contracts; this will include the oversight of the agency’s training plan and leading the transformation of the plan, as we transition into a more centralized training model and open a state of the art training center.
Responsible for the planning and oversight of the overall program, including the development, implementation, management and evaluation of the workforce and professional development learning programs and strategies for our customers that align with the mission of OCFS.
Responsible for overall management of 1) the training data systems that are used for federal reporting and claiming, 2) the evaluation and measurement system for all training provided by OCFS either through the training plan or directly to OCFS staff, and 3) the distance learning products and services provided to our internal and external customers.
This oversight also includes the management of training and development programs for agency employees, mandated training for direct care staff, including a residential training facility for newly hired direct care staff, and required developmental training for the staff of the 58 local social services districts, including the New York City Administration for Children’s Services.
As our mission continues to evolve with the passing of the Raise the Age legislation, this will require the Bureau of Training and Development to critically assess the training needs of staff working with this population and develop new coursework to meet those additional needs.
Develops an annual strategic business plan to provide the agency with a focused approach to the workforce development needs of the human services workforce.
Collaborates with executive staff to identify agency training needs and proposed solutions.
Maintains and develops relationships with external partners (GOER, vendors, other training entities) to assure the development and advancement of the BTD training agenda.
Maintains positive relationships with LDSS leadership to assure staff training needs are being addressed.
Provides leadership to the agency concerning innovative and effective workforce development approaches and the use of new and existing technologies for learning.
Provides oversight for contract management, assures expenditures are monitored
and follows approved state and local guidelines.
Manages and directs staffing resources and assures the timely and thorough evaluation of staff.
Supervises a leadership team of six senior managers who provide daily oversight of the work of the Bureau.

Additional Comments Preferred: Experience in federal and state training funding sources, experience in managing contract training issues, as well as working knowledge of newer training technologies such as computer based training and teleconference training.
