Duties Description Under the direction of the Assistant Director of Self Insurance, the Financial Analyst 2 WC will be responsible for maintaining the proper oversight over both active self-insured groups and terminated trusts. Duties include, but are not limited to:
• Reviewing and approving Actuarial Reports and Audited Financial Statements for terminated trusts and active self-insured groups;
• Providing program staff with financial reviews necessary to determine if new applicants for self-insurance qualify financially and will determine the financial health of current self-insureds in order to determine the appropriate security deposit required;
• Coordinate efforts to effectively manage insolvent or defaulted trusts in regards to areas that overlap in jurisdiction or responsibility;
• Coordinating with the State contracted group administrator and working closely with Third Party Administrator (TPA) in all aspects of member financial issues in order to provide direction to TPA on priority of financial statements needed;
• Obtaining hardship applications from the Litigation Unit to determine if members qualify for hardship status based on the review of application, tax returns and financial statements;
• Coordinating and managing the Board’s forensic accounting contract;
• Providing assistance to the Litigation Unit Attorney, regarding Section 26 judgments to determine members that may be subject to Section 26 judgements;
• Maintaining Financial Data for Active and Discontinued Individual Self-Insured's Ratings and for ratings of New Applications to Self- Insure Workers' Compensation or Disability Benefits;
• Implementing changes in the Fund for Reopened Cases and the Special Disability Fund, resulting from recent legislative changes enacted during the passage of this year’s budget;
• Assisting in any special/ priority project requested by OSI Management, Litigation Unit and/or Group Administrators and Trustees of the trusts in run-off;
• Performing the full range of supervisory duties, including training staff and providing technical guidance and direction.
