List Appointment: Candidates must be reachable on the eligible list for Program Research Specialist 3 (Economics Finance).
Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website at http://careermobilityoffice.cs.ny.gov/cmo/.
Please Note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.
Duties Description The Department of Financial Services is seeking candidates to fill the position of Program Research Specialist 3 (Economics Finance) in the Consumer Examinations Unit (CEU). The incumbent of this position will provide data support in the Department’s fair lending and enforcement actions pursuant to New York State’s fair lending statute and Federal fair lending laws and regulations. Duties of this position will include, but not be limited to:
• Participating in designing the focus for CEU’s data inquiry for fair lending examinations under the direction of the CEU’s Director and it’s Director of Fair Lending and Consumer Compliance.
• Requesting enhanced data from lenders in New York State to facilitate routine and targeted fair lending examinations.
• Testing the accuracy, integrity and consistency of data received from institutions.
• Transferring data between applications, including converting from different formats and geocoding for further analysis, including mapping analysis.
• Developing, manipulating and maintaining data files using commercially available software (MS Excel, MS Access, Fair Lending Wiz, MapInfo).
• Assisting CEU’s senior data analysts in developing statistical models, including random sampling methods, to determine and identify potential discriminatory practices.
• Learning and using Fair Lending Wiz software to perform statistical analyses (including difference of means, difference of proportions, and multiple regression analyses).
• Presenting initial, interim and final results of data analysis in a manner accessible to non-technical audiences, including the Department’s non-technical staff and industry representatives.
• Analyzing exam findings with Fair Lending Specialists and examiners to determine whether patterns of discriminatory practices exist.
• Assisting Program Research Specialist 4s with special projects and lending technical expertise and support to these projects.
• Discussing software tools employed by examination staff with the Department’s federal regulatory peers and maintaining a working dialogue with these peers about statistical models utilized to ensure interagency coordination.
