Eligible List Appointment: Candidates must be reachable on the New York State Civil Service list for this title.
Section 52.7 Transfer: If the number of interested candidates who meet the promotional qualifications is three or less, the agency, at its discretion, may nominate one or more of the candidates for a noncompetitive promotion under the provisions of Section 52.7 of the Civil Service Law. Candidates must be a qualified employee of the New York State Education Department and have one year of permanent competitive or 55b/c service as an Associate in Instructional Services, Associate in Occupational Education Civil Rights, Associate in Occupational Education Program Planning, Associate in Occupational Education Program Development, Associate in Occupational School Supervision, Associate in Continuing Education, Associate in School Health Education, Associate in Health Occupational Education, Supervisor of Occupational Education or Supervisor of Education Programs.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for the position of Chief, Education Programs Career and Technical Education in the Office of Career and Technical Education. This Office is responsible for providing high-quality career and technical education (CTE) opportunities for all students. New York State’s CTE delivery system consists of over 1,100 CTE providers, serving over one million students in school districts, BOCES and postsecondary institutions. CTE content areas are organized in New York in the following educational areas: agricultural, business & marketing, family & consumer sciences, health occupations, technology, and technical & industrial trade. The CTE team also oversees activities in Perkins grant administration, Civil Rights, Workplace Learning, and Driver Education. Duties of this position include, but are not limited to, the following:
• Develop guidelines for the distribution of funds for the federal Carl E. Perkins Career and Technical Education Improvement Act;
• Provide oversight of the review of grant applications and grant monitoring;
• Manage the implementation of the program registration process for CTE and provide technical assistance to school districts, local education agencies and Boards of Cooperative Education Services (BOCES);
• Oversee the coordination of activities by the CTE Technical Assistance Center contract;
• Work with senior managers on the development of CTE policy for Board of Regents approval;
• Collaborate with other Department units involved in school reform initiatives;
• Represent the Department at meetings and conferences; and
• Supervise professional and clerical staff in the Office of Career and Technical Education.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance and other benefits.
* Leads to a maximum salary of $119,555 based on annual performance advances.
