Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment.
The Minimum Qualifications for Taking the Examination:
You must be a qualified employee of the New York State Department of Transportation and have had three months’ of permanent competitive or 55b/55c service as an Engineering Materials Analyst Trainee, Engineering Materials Analyst, Principal Engineering Technician (Soils), Principal Engineering Technician, or Engineering Geologist.
Qualifying Experience for Appointment from the Eligible List:
After one year of service as an Engineering Materials Analyst, Principal Engineering Technician (Soils), Principal Engineering Technician, or Engineering Geologist, successful candidates will be qualified for appointment from the eligible list.
Duties Description Under the supervision of a higher-level supervisor or manager, the incumbent will perform technical work which may include, but is not limited to:
• Assign testing responsibilities and determine priorities.
• Supervise subordinates.
• Ensure samples are tested in accordance with appropriate testing procedures.
• Assist in developing new or revising existing testing specifications.
• Review and develop test result reports, as well as technical correspondence.
• Ensure staff is knowledgeable of and practice safety.
• Oversee quality assurance (QA) procedures for engineering materials.
• Coordinate sampling and inspection activities with private inspection agencies as well as other Department units and suppliers.
• Train and develop Department staff.
• Performing other duties, as required.
Responsibilities also may include participating within the Incident Command System to support the department’s response to regional and statewide emergency situations.
