Minimum Qualifications MINIMUM QUALIFICATIONS:

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-28/M-3 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Non-competitive Promotion: If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to Section 52.7 of the Civil Service Law. To qualify, candidates must have one year of permanent competitive or 55b/c service in a financial management or budgeting position allocated to M-2 or higher.

Duties Description The New York State Education Department’s (NYSED) Office of the Chief Financial Officer is seeking candidates for a Director, Agency Budget Services 2 position. Duties of the position include, but are not limited to, the following:

• Attend formal and informal meetings with Division of the Budget staff regarding justification of budgets and State spending requests, transfer of funds, and related budgetary, fiscal, and management issues;
• Direct and coordinate the development, preparation, presentation, implementation, and execution of the rates for special education providers, including public, private, Special Act, State-Operated, and State-Supported schools;
• Review and respond to requests for information from the Division of the Budget, legislative fiscal committees, the Office of the State Comptroller auditing staff, and other stakeholders;
• Provide advice to NYSED management on the development of budgetary policy, improvements in fiscal reporting, cost effectiveness of programs, and budget priorities;
• Supervise and oversee staff that analyze budget requests, develop cost projections, monitor expenditures, and prepare reports for submission to the Division of the Budget and the Office of the State Comptroller;
• Monitor and control expenditures to ensure conformance to fiscal guidelines established by the Governor, the Legislature, and the Federal Government; and
• Review and analyze complex fiscal data reported in the State’s Consolidated Fiscal Report to determine compliance with accounting guidelines and rate methodology/audit standards.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the New York State Education Department of our intention to conduct a non-competitive promotional examination for the position of Director, Agency Budget Services 2 in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications, if a non-competitive examination is approved by the Department of Civil Service.

*Leads to a maximum salary of $132,054 with annual performance advances.
