Minimum Qualifications Preferred Qualifications:
Bachelors or higher level degree and 8 years of experience in a field related to environmental conservation, protection or natural resources.

Duties Description The Deputy Commissioner for Natural Resources provides executive oversight for the Divisions of Lands and Forests, Fish and Wildlife, and Marine Resources. The incumbent will formulate, review and recommend natural resource and environmental policy and assist in the development of legislation and the promulgation of codes, rule and regulations related to natural resources management and development.

Duties and Responsibilities Include:

• Responsible to the Commissioner of the Department of Environmental Conservation for executing the State’s natural resources conservation and development programs and policies.
• Develop strategies and exercise management accountability for the natural resources divisions of Lands & Forests; Fish and Wildlife; and Marine Resources.
• Formulate, review and recommend natural resource and environmental policy.
• Assists in the development of legislation and the promulgation of codes, rules and regulations related to natural resources management and development.
• Represent the Department and the State as requested by the Commissioner at conferences, professional and administrative meetings and other occasions as appropriate.
• Assure coordination of natural resource programs among natural resource divisions and other organizational units regionally and centrally.
• Conduct continuous program effectiveness evaluation and institute necessary changes as a result thereof.
• Maintain communications with key stakeholders and incorporates their ideas and suggestions when appropriate.
• Review the organization, administrative systems, procedures and management practices of the natural resources divisions to ensure efficient program implementation.
• Request and allocate fiscal and personnel resources in natural resource programs to reflect changing program needs, priorities and mandates.
• Assist in the resolution of major problems that cannot be resolved at lower levels in the organization structure and finds solutions to issues with other state agencies.
• Assure compliance and coordination with federal and regional agencies and treaties.
• Supervise three division directors and works with them to encourage professional growth among staff of their divisions.
• Anticipate new and future threats to natural resources – invasive species, forest disease – and plans accordingly. Stay current with applied research related to natural resources and shared with DEC staff.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Weekends and holidays may be required. Must be available for emergency response.
