Section 70.4 Transfer: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Trainee 1 if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title SG-9 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list.
Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Education Program Assistant 1 position in the Office of Career and Technical Education (CTE). This Office provides students with technical and academic knowledge as well as the skills necessary to succeed in high school and beyond. In the last several years, participation in CTE has become graduation pathway option for students. CTE programming is a part of New York’s Every Student Succeeds Act’s (ESSA) measurement of college, career, and civic readiness, and is a factor in other areas such as special education, justice-involved youth, school counseling, data reporting, and teacher certification. This Office oversees the delivery of secondary-level CTE statewide and provides technical assistance to the field in various areas including: instructional practice, program approvals, work-based learning, technical skills assessments, operational requirements, civil rights compliance, and grant administration. Duties of this position include, but are not limited to, the following:
• Assist in the collection of data by maintaining and creating office databases and files used in the administration of State and federal grants and SED program approvals;
• Prepare reports, application materials, and correspondence using Access, Excel, OneNote, and other MS Office applications, as well as Cognos and State proprietary systems;
• Proofread team’s written content for accuracy, including checking for outdated references, spelling, grammatical errors, and broken web page links;
• Provide direct technical assistance to districts and BOCES (e.g., provide information and web resources on CTE data, program and grant approvals);
• Support cross-office collaborations by tracking project progress, deadlines, and assignments;
• Gather and prepare documentation for audits and other reviews;
• Organize grant records to show adherence to procedural requirements;
• Oversee the migration of the CTE team website to a new platform and perform on-going maintenance of all web content; and
• Perform other duties that further the mission of the team to promote CTE state-wide.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or transcripts will be required for all candidates at the time of interview.
This position may be filled as a traineeship. The salary listed above applies to candidates appointed to Education Program Assistant 1, SG-14. The hiring rate for candidates appointed to Education Trainee 1 starts at $38,464 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.
*Leads to a maximum salary of $58,028 based on annual performance advances.
