Minimum Qualifications MINIMUM QUALIFICATIONS:

Non-Competitive Appointment: Candidates must have a master’s degree and specialization in tests and measurements, psychometrics and/or, educational assessment AND six years of professional experience supporting large scale assessment programs, including program design, test development, data collection, data analysis, scaling, equating, and standard setting. A Ph.D. in any of the above specializations may be substituted for three years of required experience.

Preferred Qualifications:

• Ph.D. in Statistics, Social Sciences, or Education with emphasis in Econometrics, Educational Measurement/Psychometrics, or Quantitative Research Methods;
• Understand assessment development and psychometric principles;
• Familiarity with econometric or growth modeling;
• Knowledge of federal or State accountability requirements and systems;
• Experience with and interest in education policy research and analysis;
• Experience with application of statistical, psychometric, or econometric analysis methods in an education context;
• Demonstrated project management and supervision experience and strong organizational skills;
• Strong computer skills including extensive proficiency with Microsoft Excel, as well as statistical analysis and programming tools such as SAS, Stata, or R;
• Experience working with databases and analyzing large datasets; and
• Experience researching reports and technical documentation, as well as presenting highly technical information to diverse audiences.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a State Education Psychometrician position in the Office of Accountability (OA). This Office oversees accountability of schools and Local Educational Agencies (LEAs) in New York State for student academic results and the use of Federal Elementary and Secondary Education Act (ESEA) funds. The Office works to close the achievement gap by identifying and supporting schools and LEAs that are low-performing, as well as those replicating the best practices of the State’s high performing and high progressing schools and districts. The Office implements New York’s ESEA accountability flexibility waiver, including the calculation of student growth measures used for educator evaluation as well as institutional accountability purposes.

The Metrics Unit within the Office of Accountability is responsible for performing the analytic work associated with accountability for educators, schools, and districts in New York State. This includes calculating or coordinating the calculation of student growth and teacher/principal growth scores, analyzing the effectiveness of educational programs, supports, and interventions, supporting the development of Annual Professional Performance Review growth metrics and associated knowledge transfer, assisting in operationalizing new accountability metrics for public reporting and communication, and providing other analytic and data management support to the Office of Accountability. Duties of this position include, but are not limited to, the following:

• Drive the strategic direction of the Metrics Unit by being a thought leader and change agent;
• Supervise the work of professional staff in the provision of analytic and evaluation support of accountability initiatives;
• Provide administrative leadership, manage personnel and policy/procedure development, and perform other administrative functions;
• Collaborate with other teams in the Department in ongoing decisions regarding policy implementation, data collection, data analysis and methodology, and serve as key liaison between Department and vendor teams;
• Manage analyses of new and enhanced accountability measures, and advise on the adoption and implementation of approaches to utilize student growth measures in the accountability system based on statistical and psychometric principles;
• Direct and perform statistical and/or psychometric modeling of achievement measures, and evaluate effectiveness of educational programs, supports, and interventions to inform implementation of accountability policies and ensure Department objectives/goals are being achieved;
• Use statistical and/or psychometric principles to advise on development, validation, and implementation of methodologies for measuring district, school and educators’ effects on student academic growth;
• Provide recommendations on the quality and fidelity of growth measures, and analyze approaches to utilize student growth and other measures in the accountability system;
• Approve technical specifications, data layouts, and data dictionaries and provide oversight and training for analysts in statistical analyses;
• Develop Requests For Proposals and Request For Qualifications and confirm scope, time, and cost for external vendor projects;
• Assist to coordinate stakeholder task forces charged with formulating new or revised policy drafts; and
• Assist with the facilitation of professional development activities related to the Office of Accountability and other Department initiatives.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit.
