Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 2, G-18, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 2, G-18. This position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifying administrative title such as Information Technology Specialist 2 (Programming), G-18; Business Systems Analyst 1, G-18; or Telecommunications Analyst 2, G-18. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent competitive service as a Supervising Computer Operator, G-18.

Preferred Skills and Experience:

• Object Oriented Programming experience.
• PeopleSoft technical programming experience, including the use of:

• PeopleSoft functional and technical experience within the Financial Supply Chain Management modules.

Duties Description As part of the Solution Services Division of the Statewide Financial System (SFS), the incumbent of this position will work in the Application Development Bureau and will focus on programming activities related to the development of new applications and the support of existing applications. Development responsibilities span the full range of the software development lifecycle and include analysis, design, build, and operational support.

Duties will include, but are not limited to the following:

• Develop technical documentation for staff and users.
• Work with consultants in constructing and implementing the system to best meet the needs of the users.
• Perform coding, testing and debugging activities.
• Software development for reports, interfaces, conversions, and enhancements.
• Develop and execute unit and system test plans, as well as assist with system testing.
• Assist and support management in routine project or program responsibilities.
• Support and maintain custom and commercial applications.
• Technical design and development of reports and queries that satisfy end-user requirements using a variety of reporting tools including, but not limited to: PS Query, XML Publisher, BI Publisher and SQR reports.
