Minimum Qualifications A Bachelor’s degree and *seven years of experience in human resources administration, project management, human resources management systems, or information technology services.
*Two years of this experience must have been at a senior managerial level.
The ideal candidate will possess the following competencies:
• Experience managing public sector projects which used PeopleSoft applications with multiple agencies or departments.
• A comprehensive understanding of New York State Human Resources organizational structure including roles of control agencies and associated business processes.
• Knowledge of PeopleSoft HCM Modules including Recruitment, Payroll, Benefits Administration, Employee and Manager Self Service
• Ability to use a variety of tools for project tracking and reporting
• Experience managing executive level communication, including executive briefings.
Duties Description Under the direction of the Human Resource Management System (HRMS) Governance Board, the Director of Human Resources Business Process Reengineering will be responsible for ensuring the success of all project activities related to the Human Resources business process reengineering. Primary responsibilities will include:
• Leading and directing the business process reengineering and design efforts of the project team focused on the delivery and implementation of an enterprise human resource management system using Oracle PeopleSoft HCM release 9.2.
• Understanding the vision and objectives of the HRMS Governance Board and how they can be realized maximizing the delivered functionality of the Oracle PeopleSoft platform.
• Working with project team leads and stakeholders to outline scope, goals, deliverables, resources, budget and timing of project.
• Contributing to the development, maintenance, and monitoring of the master project schedule to ensure tasks remain on schedule.
• Clearly communicating expectations to team members and stakeholders and acting as a consultant between technical and HRMS business project teams.
• Resolving issues and problems throughout the project life cycle.
• Tracking and reporting on project milestones and risks and providing status reports to the Governance Board.
