Minimum Qualifications Preferred applicants will have a 2-year college degree (Associates Degree) in Economics, Recreation Economics, Business Management, Business Administration, Contract Management or other related field or 3 years of experience managing a Grants-in-Aid program. Applicants must be proficient with computers and software such as Windows, Microsoft Access and Office (Word, Excel, Outlook, and Power Point). Internet and library research skills and excellent and effective communication skills. Proven ability to work with people is a must.

Duties Description The primary responsibilities of this position are to develop, review, and process grant applications, contracts, and payments. The incumbent will also be required to monitor the status of individual projects, including impending deadlines.
Specific duties include: assist in preparing and submitting grant applications, developing grant opportunities, developing contracts for funding, preparing vouchers for payment, coding contracts, amendments and vouchers, reviewing payment documentation to determine appropriate payment amounts, review reports to determine compliance with contract requirements, prepare reports on the status of individual projects and provide reports on program overview.
The Community Programs Assistant will be required to work with several professionals from diverse backgrounds including but not limited to, Not-for-Profit Organizations, Municipalities, State agencies such as the Office of the State Comptroller and the Attorney General’s Office, the OPRHP Business Office, Contracts Bureau and its Grants Team, and the US Department of the Interior, especially the National Park Service.

Additional Comments The Division of Environmental Stewardship and Planning’s (DESP), Planning & Analysis Bureau (the Bureau) serves the State Parks agency by overseeing, assisting and facilitating planning projects and meetings that improve the development and management of the State Park System’s resources. The Bureau has four (4) Sections: 1) Planning & Programs; 2) Environmental Analysis; 3) Resource and Statistical Analysis; and, 4) Real Property Services. Within the Planning & Programs Section, the bureau oversees four (4) grant-in-aid programs. The programs are: The Federal Land and Water Conservation Fund (LWCF); the State-funded Zoos, Botanical Gardens, and Aquariums (ZBGA) program; the Connect Kids Transportation Grant (Connect Kids) program; and, the Parks and Trails Partnership Grant Program (PTPP) administered by Parks and Trails New York (PTNY). The LWCF provides funds to State and Local governments to acquire and develop outdoor recreation facilities. The ZBGA program provides funding to municipal or not-for-profit institutions that house, care for, and interpret for the public, systematically organized collections of living things. The Connect Kids program provides reimbursement grants to schools to cover the costs of field trip transportation to NY State Parks or Department of Environmental Conservation (DEC) nature centers, historic sites, parks, or environmental education centers. The PTPP provides funding to Friends Groups that support and steward a state park, trail historic site or public land.
