Bachelor’s degree and five years of relevant experience. *
*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Duties Description DUTIES DESCRIPTION
The Director of Training will develop and present training programs to improve and maintain the knowledge, skills, and abilities of DHR employees and to better enable those employees to carry out the agency's mission. Reporting to the First Deputy Commissioner the Director of Training will design curriculum that provides a clear progression path for advancement within agency in alignment with our business priority to build and strengthen our talent pipeline. In partnership with the Human Resources team, this role oversees the orientation experience, including onboarding for all new hires, in a way that familiarizes the employee with the agency’s priorities and goals.
• Plan, organize, and direct training programs to improve performance of agency operations.
• Meet with agency executive staff, program managers, and employees to identify and analyze training and development needs in the context of agency programmatic goals and objectives.
• Provide EEO and Sexual Harassment Training as well as participate in the agency Policy Day Training
• Oversee curriculum development.
• Develops performance standards for programs and instructors and methods for evaluating results
• Will provide advice and assistance to managers and supervisors to help improve employee performance and productivity.
• Keep up to date on learning concepts and evolve the instructional design of the curriculum to support the development of a myriad of learning styles
• Incorporate Diversity, Equity, Inclusion and Belonging principles into all trainings
• Collaborate with the Human Resource Team on new hire orientation and onboarding for new employees.
• Design and implement all trainings associated with new openings to ensure new employees are connected culturally and technically to the agency’s mission
• Represent the agency with professional training associations and develop/ maintain working relationships with other training organizations, educational institutions, consultants, and labor/management groups.
• Coordinate training activities with other State agencies and organizations.
• Participates in State Agency Training Director’s Roundtable and become a NYS certified trainer
• Monitor training compliance and evaluate reports from web-based learning management systems.
• Employ metrics to evaluate training effectiveness and provide updates to leadership
• Prepare and monitor budget and expenditures; and supervise professional and support staff.
Additional Comments Downstate employees receive an additional $3,087 in location pay annually.
