This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS (NY HELPS):

One year of full time experience performing clinical and clerical support activities in a health care setting; or completion of a college, university, technical school or vocational school medical assistant program.

COMPETITIVE MINIMUM QUALIFICATIONS (NON-NY HELPS):

Candidates must have a reachable score on the University at Albany Medical Assistant Exam List OR
Be a current NYS employee and have a current permanent appointment with 1 year of service as a Medical Assistant, or in a title eligible to transfer to Medical Assistant OR
Be a former NYS employee eligible for reinstatement to the title of Medical Assistant

Duties Description Data Collection: Accurately collects routine intake data: chief complaint, duration, vital signs, allergies, response to treatment, meds, per SHS protocol and in congruence with peers; Documents accurately per format and timeframe; Reports significant patient data or a change in patient condition in a timely fashion; Recognizes high risk situations and subtle changes in patient condition; reports appropriately; Participates in collection of performance improvement data and initiatives; Appropriately and accurately obtains patient data for labeling specimens; Proficient in use of the computerized Electronic Medical Record system.

Clinical Process: Demonstrates basic skills per Medical Assistant scope of practice: physical assessment or data collection/screening; Provides safe, planned, organized, comprehensive care to pts. Implements provider orders and clinical guidelines per SHS protocols within scope of practice (includes assisting with exams); Demonstrates proficiency in critical thinking skills, judgment & prioritization in congruence with peers; Uses available resources to validate information, data gathering or assessments; Complies with current yearly updates of SHS patient safety & infection control standards, blood borne pathogen, risk management; Meets productivity goals & standards & in accordance with SHS protocols, accuracy, and timeliness; Appropriate response to stressful situations (communication, behavior, clinical responses); Demonstrates and carries out appropriate response to emergency

Clinical Assignments: Track arrival of patients with minimal oversight; Proficient in Email, etc.; Support Appointment Desk; Make labels; Lab data input; HER; E-referrals
Team Clinical responsibilities: Efficient intake of patient data; Ensure pt has completed permission to treat and demographics; Ensure Follow-up labs are available before pt visit; Independently perform MA procedures; Responsive to voice mail, faxes and documentation; Communicates needs with team and Charge Nurse/ Supervisor; Completes daily and collateral duties supporting functions; Provides process improvement suggestions to mgt; Assess/screen emergent walk-in patients; Provides appropriate pt. care to emergent patients; “rounds” PRN to support team needs

Appointments: Follow Policy and Procedure for booking appts as appropriate; Proficient in computer booking; Detailed in following patient appoint. Script; Capable of multi-tasking in handling multiple phone calls; Fairly distributes appointments among providers; Maintaining patient and provider flow

Laboratory Skills: Knowledge of SHS Lab Policy & Procedure; Demonstrates specimen collection, labeling, handling, proper accession and requisitions, documentation in accordance with SHS protocols; Knowledge for reporting & filing a lab incident report; Alerts lab technician or Nurse supervisor of problems as appropriate; Independently perform lab tasks & multi-task in an efficient & timely manner; Sustained knowledge and proficiency in SHS Bench Tests essential functions for: Urine pregnancy test; Strep screens; Mono spots; Urine 10 chemistry; Blood Glucose; Flu; COVID; HIV; Susatined knowledge of: Bench Test Quality Controls; Normal, abnormal and critical values; Reporting requirements for values; Sustained proficiency for processing regs accurately: STD blood and urine; Thin-Preps; HIV and HSV; Sputum; Stool

Front Office / Admin Assignments: Capable of multi-tasking in handling multiple phone calls and emails; Responds appropriately to ~ 50 phone calls/emails a day. Provides accurate information in accordance with SHS policy with proper phone/email etiquette; Per polices, expert in answering and transferring phones; takes complete messages in accordance with polices especially for emergent calls; Confers with supervisor for guidance for a situation beyond the scope of practice, knowledge or job description evidenced by a low error rate/counseling; Accurate registration of a patient & verification process for age of majority & enrollment status at SHS for appointment types using applicable software programs. Ensures required forms are complete; Adheres to guidelines for pts. arriving for special services: walk-in without appointment, emergency, immunizations, account hold inquiry, TB risk factor, etc.; General awareness of insurance-related billing requirements for blood work, referrals to specialists for international students; Knowledgeable, timely and accurate in all aspects of managing medical records; Knows Policy & Procedure: med records release; phone messages; contingency for maintaining workflow in the event of power outage; loss of PyraMED; Daily checks for adequate supplies for office; Aware of Public Health Law (PHL) 2165 for Immunization for MMR & PHL 2167 meningitis as rationale for UA requirements for students and their relevance to SHS P & P; Knowledge of TB protocol/s: TB health questionnaire; TB test; pos/neg; pos/neg chest X-ray; INH treatment or declination protocol; 98% accurate for timely data entering of all medical records into the software program including: immunizations; positive/negative titer reports; negative PPD results; TB health questionnaire; ‘consent to treat’; 98% accurate for timely scanning/indexing of all medical records; Knowledge of SHS administrative hold process for students who are non-compliant re SHS Immunizations and TB policy; Demonstrates the ability to analyze the cause of administrative account holds while patiently and accurately communicating with the students regarding holds on accounts. Timely and 98% accurate in removal of holds when the student is compliant.
