Minimum Qualifications MINIMUM QUALIFICATIONS:

Non-competitive Promotion: If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to Section 52.7 of the Civil Service Law. To qualify, candidates must have one year of permanent competitive as a Food Programs Evaluation Specialist 2.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the New York State Education Department of our intention to conduct a non-competitive promotional examination for the position of Food Programs Evaluation Specialist 3 in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if a non-competitive examination is approved by the Department of Civil Service.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for three (3) Food Programs Evaluation Specialist 3 positions in the Office of Child Nutrition. This Office is responsible for providing technical assistance and performing field inspections of schools, sponsors and residential childcare institutions participating in the School Breakfast, School Lunch and Summer Food Service Programs (SFSP) and to ensure compliance with federal and State regulations, including the Healthy, Hunger-Free Kids Act of 2010. Duties of this position include, but are not limited to, the following:

• Under the general supervision of the Director Child Food Programs, coordinate Food Program Evaluation Specialist 2 staff responsible for overseeing the administration of the federal Child Nutrition Programs;
• Coordinate inter-departmental cross-functional work groups to integrate Child Nutrition initiatives;
• Demonstrate a professional knowledge and understanding of federal regulations;
• Develop and disseminate written guidance for multiple federal child nutrition programs to ensure compliance with federal, State, and local policies, rules, guidance and regulations;
• Review and monitor the implementation of corrective action plans and follow-up reviews;
• Evaluate program and compliance review procedures to ensure uniform monitoring and review efforts throughout the state;
• Draft and implement internal policies and procedures for program policy and guidance to ensure consistency in the work processes and compliance with federal and State laws and regulations;
• Plan, develop, implement and evaluate child nutrition programs to meet changing priorities that support the mission of the program;
• Evaluate and assess compliance with cost principles and audit requirements;
• Evaluate compliance with Civil Rights requirements;
• Monitor program payments for accuracy and timeliness;
• Oversee the administration of grants, data collection and special program initiatives; and,
• Assist Counsel with assembling subpoena documents and preparing for hearings.

Additional Comments CONDITIONS OF EMPLOYMENT: These positions will be permanent appointments. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position leads to a maximum salary of $124,107 based on annual performance advances.
