Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• A current New York State Professional Engineers license and current registration

PROMOTION: Current NYSED State employees must have a New York State Professional Engineers license and current registration, and one year of service as an Assistant Engineer (Mechanical).

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Professional Engineer 1 (Mechanical) AND possess a New York State Professional Engineer’s license and current registration.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-22 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Candidates must also possess a New York State Professional Engineer’s license and current registration to qualify for transfer.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
• A current New York State Professional Engineers license and current registration

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Professional Engineer 1 (Mechanical) position in the Office of Facilities and Planning. This Office is primarily responsible for code enforcement, life safety, fire safety and health in all public K-12 schools and BOCES in the State, exclusive of New York City. The incumbent of this position will be responsible for the review and approval of engineering construction documents for capital construction undertaken by public school districts and BOCES that require the approval of the Commissioner of Education. Duties of this position include, but are not limited to, the following:

• Review construction documents (drawings, specifications, and other supporting documentation) for conformance with applicable codes, rules, regulations, and standards;
• Review changes submitted for previously approved projects for conformance with applicable codes, rules, regulations, and standards;
• Provide technical assistance to school districts, architects, and engineers working on public school projects;
• Respond to correspondence from a wide range of individuals, including parents, citizens, school administrators, consultants, and legislators;
• Perform research, as necessary, to resolve code related issues;
• Perform special assignments, as required, such as reviewing and drafting responses for legislative initiatives, drafting newsletter articles for the field, and drafting regulations;
• Conduct field visits and inspections, as required, to investigate code compliance, complaints, or emergency conditions, and provide on-site technical advice;
• Conduct presentations to constituent groups to promote the Department’s programs and policies; and
Develop and maintain expertise in K-12 school facility design, construction, and operational issues.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of New York State Professional Engineers license will be required at the time of interview for all candidates. Candidates are required to possess a New York State Professional Engineers license and current registration at the time of hire. Continued employment as a Professional Engineer 1 (Mechanical) is dependent upon maintaining New York State Professional Engineers license and current registration. Failure to maintain a New York State Professional Engineers license and current registration will result in removal from employment. This position will require (10%) in-state travel.

This position leads to a maximum salary of $108,638 based on annual performance advances.
