NY HELPS*: To be eligible for a NY HELPS appointment, the candidate must have:

Health Program Administrator Trainee 1: A bachelor's degree or higher.

Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: Knowledge of Human Resources related topics, knowledge of Microsoft Office Suite, commitment to providing exceptional customer service, strong communication (verbal and written) and interpersonal skills, excellent organizational skills and attention to detail, ability to analyze and problem solve, ability to work with various stakeholders inside and outside of the office, willingness to take initiative, resourcefulness and ability to work successfully in a team environment.

Duties Description The incumbent will serve as an OHIP Recruitment Liaison to the Department’s Human Resource Management Group (HRMG), assisting with the development of policy, strategy, and goals as it relates to personnel and other human resource related topics. Duties will include, but are not limited to: Managing recruitments in HRMG's Request to Fill Tracking System from initiation to completion, maintaining Standard Operating Procedures, including recruitment guidance, checklists, and documents, monitoring and tracking progress while interviews are being conducted, coding eligible lists based on candidate declinations, managing candidate nominations to obtain approval to offer employment, written and verbal communication with Division hiring managers and eligible candidates, maintaining Personnel databases and organizational charts, tracking and reporting recruitment progress, and special Human Resource related projects.

Additional Comments Permanent, competitive, full-time. Two year traineeship leading to a G18. Transfer candidates may be asked for SSN to verify title history and eligibility.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
