1, NS, Administrative Specialist Trainee 2, NS and Administrative Specialist 1, G-18; if you have less than

52.6 Transfer Qualifications to Administrative Specialist 1, G-18: This position is designated
administrative under Section 52.6 of the Civil Service Law and may be filled by administrative transfer under
that section. Source titles from which transfer may be made must be designated administrative and be within
two salary grades or one M-grade of the target title.

70.1 Transfer Qualifications:
To Administrative Specialist Trainee 1, NS: You must have one year of permanent, competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law.
55-b/c Qualifications: Applicants may be appointed to this position permanently if they meet these qualifications: a bachelor’s degree or higher.

Duties Description Assists in preparing and administering budgetary data and financial plan, prepare financial reports with the CFOs, HFM CFO and Central Office Finance Office.
-Assist with B1184s, coordinate travel and organizes expense reports.
- Assesses annual financial needs and proposals.
-Prepares recommendations, summaries, and justifications for submission to
agency Finance Office.
-Maintains financial records to monitor and control expenditures.
-Prepares and evaluates expenditures and other financial reports.
-Prepares grant applications and administers approved grants.

Manages the purchase of office supplies and services.
- Locates sources for and prcures supplies
-Coordinates the purchase and installation of office equipment and systems and
arranges maintenance contract (software, printers, ITS needs, etc.)

Assist Deputy Director HFM with human resources activities.
-Coordinate and lead HR Meeting with facilities and central HR
-Review/prepares requests to fill vacancies and determine if they are in accordance with
approved staffing plans and prepares justifications to fill vacancies.
-Arranges and assists in conducting interviews and making hiring decisions.
-Obtains and reviews credentials, references, and other documentation to support
transactions and decisions about hiring and promotion.
-Prepares job descriptions and justifications to support classification requests.
- Tracks and supports facility training requirements (live/mandated trainings, etc.)
- Assists in onboarding HFM staff

Performs staff services for executive staff and program managers.
-Conducts special studies and research about issues and programs and prepares
reports and recommendations.
-Evaluates proposed policies, legislation, position papers, and management
proposals, and prepares written analysis and recommendations describing
impact, potential benefits and problems.
-Administers communications by preparing and keeping track of correspondence
and answering questions from staff, the public, and elected and appointed
officials (to include FOIL requests, ECUs, etc).
