Minimum Qualifications Bachelor’s degree and three (3) years of professional clinical or professional administrative harm reduction experience OR seven (7) years of harm reduction experience in a public or private agency/program, with significant work or lived experience in the areas of substance use, sex work, and/or HIV and HCV prevention. One (1) year of experience which must have been at a supervisory level. Skills in the areas of safer injection and safer drug use techniques and overdose prevention, HIV and HCV prevention and treatment preferred. Experience must also include a minimum of two (2) years in one or more of the following program areas: development or management of a harm reduction program; reviewing and monitoring of program operations for compliance.

A master’s degree may be substituted for one (1) year of qualifying professional experience. A Ph.D. may be substituted for two (2) years of qualifying professional experience.


Duties Description Under the supervision of the Addictions Program Specialist 4 (Harm Reduction) for the Division of Harm Reduction, the Addictions Program Specialist 2 (Harm Reduction) duties are, but not limited to:

• Serves as an advanced performance level and/or first supervisory level
• Independently performs a wide range of activities to support harm reduction services
• Serves as a technical expert in harm reduction
• Provides education, training, and guidance to OASAS providers on harm reduction
• Reviews/prepares/monitors narrative and data reports
• Monitors Harm Reduction Project outcomes, assesses program performance, monitors program outcomes and quality improvement activities
• Tracks/monitors harm reduction supplies distribution projects (i.e. naloxone and drug test strips)
• Assists in the development and monitoring of OASAS Harm Reduction services
• Develops new or revised harm reduction programs, policies, or procedures
• Develop procedures for implementation of agency policies and procedures
• Investigates program or service complaints
• Handles the more complex programs and local governmental units
• Participates in various meetings and forums to ensure all harm reduction services are addressed appropriately and in required timeframes
• Maintains communication with funded organizations regarding program requirements
• Coordinates with local government officials and local providers to resolve problems with existing programs and/or discuss new services
• May work independently or supervise/function as a team leader in field assignments
• May supervise Addiction Program Specialist 1 (Harm Reduction)

*Some travel required – approximately 20%
