Minimum Qualifications Permanent Transfer Candidates:
Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a Health Systems Specialist 1 (G18) position OR a NYS employee in a position G16 or higher and eligible for transfer under Section 70.1 or Section 70.4 of the Civil Service Law.

Non-Competitive Minimum Qualifications (NY HELPS Program):
A bachelor’s degree or higher and two years of qualifying administrative or clinical experience in one or more of the following areas:
1. Professional administrative experience related to regulatory activities which include medical or programmatic review, audit, and/or regulatory activities observing and evaluating patient or resident care in a health care facility regulated by a governmental agency. Provision of direct care services are non-qualifying.
2. Oversight or coordination of regulatory compliance and/or quality assurance activities in a health care delivery system.
3. Participating in the development or implementation of state or federal regulations that govern the provision of health care.
4. Supervision of clinical staff who provide health related services in a health care facility regulated by a governmental agency.
5. Evaluating the quality of health care provided to individuals to ensure that professional standards of practice are met, and health related services comply with governmental regulations.

A master's degree in healthcare administration, hospital administration, healthcare finance, nutrition, or physical therapy, public health, health policy and management, social work substitutes for one year of qualifying administrative or clinical experience.

Preferred Qualifications: Excellent organizational, written, and verbal communication skills; ability to function independently and manage a high degree of complexity in an environment with multiple priorities; ability to work cooperatively in a team-based setting; ability to understand state regulations pursuant to Public Health Law; and the ability to use Microsoft Word and Excel applications and database applications.

Duties Description The incumbent will perform a variety of tasks associated with maintenance of the nurse aide registry and training program database, communicate with and track responses from the Department's legal team on outstanding legal issues, review information for certification and recertification, and review reports for quality assurance purposes. In addition, the incumbent will review and approve nurse aide training programs by sending requests for additional information, reviewing significant changes to the program personnel, issue prohibition letters to facilities which are prohibited from having a training program, and review and recommend approval of waiver applications. The successful candidate will manage 3 shared mailboxes, respond to inquiries from facilities regarding information on the operation of their nurse aide training program; may be responsible for oversight and supervision of staff; and perform other duties as assigned.
