Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Required experience: Seven years of professional level experience in an agency that provides programs and services primarily for older adults, with at least three years of this experience having been an administrator, manager, or coordinator of a program or service for older adults.

A bachelor's degree in an appropriate human services field may be substituted for four years of general experience. A master's degree in an appropriate human services field may be substituted for one year of the required administrator, manager, or coordinator experience.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title.

Duties Description The Aging Services Representative (ASR) will assist the New York State Office for the Aging (NYSOFA) in the administration of a variety of federal and State-funded programs designed to provide comprehensive community-based services to older adults in greatest social and economic need including traditionally underserved populations such as low-income minorities, individuals with limited English proficiency, individuals with disabilities, rural residents, etc. These programs include but are not limited to:
• Older Americans Act Programs
• Community Services for the Elderly Program (CSE)
• Wellness in Nutrition Program (WIN)
• Expanded In-Home Services for the Elderly Program (EISEP)
• Senior Community Service Employment Program (SCSEP)
• Home Energy Assistance Program (HEAP)
• Retired Senior Volunteer Program (RSVP)
• Foster Grandparents Program
• Naturally Occurring Retirement Communities Program (NORCs).

The ASR position requires working collaboratively with internal and external State agency staff and other stakeholders, in developing and reviewing applications for funding, program reports, monitoring etc. related to program operations and services for older adults, with an emphasis on both program improvement and cost effectiveness. Duties include, but are not limited to the following:

• Effective and proficient use of the technology and software to accomplish duties as assigned, including but not limited to facilitation of webinars and remote video conferencing, conducting web-based trainings, the development of PowerPoints and Excel documents.
• Participate in the development and coordination of ongoing processes to improve operations in the Division of Local Program Operations (LPO) and provide support to aging network program providers.
• Oversee, monitor, and provide technical assistance and guidance to the Area Agencies on Aging (AAA) and/or other aging service providers to ensure compliance with federal and State statutes and regulations.
• Develop official NYSOFA guidance documents that include Program Instructions, Technical Assistance Memorandum, and other documents as required.
• Conduct ongoing oversight and monitoring of programs and services, including communication with program staff, older individuals, Advisory Council members and others.
• Follow established processes and procedures for program monitoring and post monitoring activities including prompt preparation of standardized letters, evaluation reports and assigned follow up activities.
• Monitor and prompt identification of problems and reporting on program health and safety concerns, or potential crisis situations. Alert and discuss appropriate follow-up with NYSOFA supervisory and executive staff.
• Track and review required program reports as assigned.
• Review and make recommendations on program plans and applications for new or continued funding for area agencies on aging providing comprehensive services for older adults.
• Participate in the development of evaluation tools, guidance materials and other resources for program operations and management, for both internal and external use.
• Become a certified completer of on-line courses for the National Incident Management System (NIMS) and other emergency preparedness and response trainings as directed.
• Participate as directed in NYSOFA Disaster Preparation and Response activities.
• Conduct ongoing analytical review of assigned data and reports, coordinate technical assistance, and follow up as needed.
• Work on cross divisional projects, conferences, presentations and other NYSOFA priorities as needed.

Operational Needs:
• Travel may be required (approximately 25%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
